PCSD RESOLUTION NO. 16-540

 

“CREATING THE ORGANIZING COMMITTEE FOR SEP ANNIVERSARY PURSUANT TO THE ENACTMENT OF REPUBLIC ACT 7611 OTHERWISE KNOWN AS THE STRATEGIC ENVIRONMENTAL PLAN FOR PALAWAN ON JUNE 19, 1992”

 

WHEREAS, on June 19, 1992, Republic Act No. 7611, otherwise known as the “Strategic Environmental Plan” for Palawan was enacted, Section 20 of which provides that the Palawan Council for Sustainable Development shall serve as the regular professional support staff of the Council and shall provide the machinery to coordinate the policy and functions, implement programs, and organize such services as may be required by the Council;

 

WHEREAS, the SEP Law also provides that it shall adopt the necessary measures leading to the creation of an institutional machinery to ensure the effective and efficient implementation of environmental plans, programs and projects;

 

 

WHEREAS, Section 19 of the same law provides that the Council shall have the power to perform related functions which shall promote the development, conservation, management, protection, and utilization of the natural resources of Palawan; and to perform such other powers and functions as may be necessary in carrying out its functions, powers, and the provisions of SEP Law;

 

WHEREAS, in relation to the creation of RA 7611 in order to promote and encourage the involvement of all sectors of society and maximize people’s participation (including tribal groups) in natural resource management, conservation and protection, the adoption of the SEP Law is celebrated each year;

 

WHEREAS, on the year 2017, SEP 25th Anniversary or “Silver Anniversary” shall be celebrated, hence a need for the formation of an Organizing Committee for the celebration of the said Anniversary;

 

WHEREAS, the Organizing Committee shall formulate, propose, direct and recommend plans, programs and policies to facilitate the preparation in collaboration with all related agencies, associations, organizations and individuals in celebrating the 25th SEP Anniversary to highlight the importance, implications, contributions and achievements of the SEP Law to the people and the community;

 

WHEREAS, the Organizing Committee for the 25th SEP Anniversary shall be composed of the PCSD Executive Director as the ex-officio Chairman, the Vice-Chairman who shall be elected from among the Committee members, and the members shall be composed of the following: one (1) representative from each of the Council Member Agencies, one (1) representative from each ECAN Board, representatives from the Academe, and a representative from other entities that may be identified by the Council;

 

Chairman: NELSON P. DEVANADERA

Vice-Chairman: (shall be elected from among the Committee members)

Members:

  1. one (1) representative from each of the Council member agencies;
  2. one (1) representative from each ECAN Board;
  3. representatives from the academe;
  4. representative from other entities that may be identified by the Committee

WHEREAS, the organized committee shall endeavor to report to the Council every month to ensure the implementation of this resolution;

 

WHEREFORE, in consideration of the foregoing premises and on motion duly seconded, the Council resolves to create, as it is hereby CREATED, the “SEP 25th Anniversary Organizing Committee” and appoints the abovementioned individuals to the same;

 

BE IT FURTHER RESOLVED, that the Council does hereby recognize the year “2017” as the 25th and silver anniversary of the SEP Law;

 

BE IT FURTHER RESOLVED, that the Palawan Council for Sustainable Development authorizes a sum of money to be taken from the current fiscal year appropriation of the PCSD to be utilized for reasonable expenses that may be incurred by the Committee, subject to the existing accounting and auditory rules;

 

 

RESOLVED FINALLY, that copies of this resolution be furnished the DENR, DA and other concerned agencies and LGU’s for their information and guidance;

 

ADOPTED AND APPROVED this 28th day of January 2016 at Puerto Princesa City.
