Who we are
The Council
The Palawan Council for Sustainable Development is mandated by RA 7611 or the SEP law to govern, implement, and provide a policy direction of the Strategic Environmental Plan. The PCSD works under the Office of the President. In order to implement the provisions of the SEP law, the Council is vested the following powers and functions:
(1) Formulate plans and policies as may be necessary to carry out the provisions of the SEP law;
(2) Coordinate with the local governments to ensure that the plans, programs and projects of PCSD are aligned with the plans, programs and policies of the SEP;
(3) Call on any department, bureau, office, agency or instrumentality of the Government, and on private entities and organizations for cooperation and assistance in the performance of its functions;
(4) Arrange, negotiate for, and accept donations, grants, gifts, loans, and other fundings from domestic and foreign sources to carry out the activities and purposes of the SEP;
(5) Recommend to the Congress of the Philippines such matters that may require legislation in support of the objectives of the SEP;
(6) Delegate any or all of its powers and functions to its support staffs, as hereinafter provided, except those which by provisions of law cannot be delegated;
(7) Establish policies and guidelines for employment on the basis of merit, technical competence and moral character and prescribe a compensation and staffing pattern;
(8) Adopt, amend and rescind such rules and regulations and impose penalties therefore for the effective implementation of the SEP and the other provisions of this Act;
(9) Enforce the provisions of this Act and other existing laws, rules and regulations similar to or complementary with this Act;
(10) Perform related functions which shall promote the development, conservation, management, protection, and utilization of the natural resources of Palawan; and
(11) Perform such other powers and functions as may be necessary in carrying out its functions, powers, and the provisions of this Act.
The Council is composed of the following members:
– Members of the House of Representatives representing the Province of Palawan;
– the Deputy Director-General of the National Economic and Development Authority;
– the Undersecretary of Environment and Natural Resources;
– the Undersecretary for Special Concerns of the Department of Agriculture;
– the Governor of Palawan;
– the Mayor of Puerto Princesa City;
– the President of the Mayor’s League of Palawan;
– the President of the Provincial Chapter of the Liga ng mga Barangay;
– the Executive Director of the Palawan Council for Sustainable Development Staff
The other members of the Council are:
– the Commanding General of the Western Command-AFP;
– A representative from the Department of Tourism duly designated by the Secretary;
– A representative from the National Commission for Indigenous Peoples (NCIP) duly designated by the Commission
– A member of the Sangguniang Panlalawigan so designated by the Sanggunian;
– A representative from non-government organizations with environment as its main concern;
– A representative from the private sector;
– The PNP Provincial Director
The PCSD
Through the years, the PCSD was guided by prominent executives, enabling the organization to evolve into a stronger and sharper foundation for Palawan’s exceptional social and environmental management practices. Over the history of the PCSD’s 29 years of existence in Palawan, the following leaders served as its significant foundations.

PCSD COMMITTEES, and their functions
The Staff
The Palawan Council for Sustainable Staff (PCSDS) is the Palawan Council for Sustainable Development’s (PCSD) regular professional staff, and it provides the machinery to coordinate policy and functions, implement programs, and organize services as required by the Council in the governance, implementation, and policy direction of the Palawan Strategic Environmental Plan.
The Palawan Council for Sustainable Development Staff (PCSDS) is the Council’s regular professional support staff that coordinates policy and functions, implements programs, and provides other services as needed by the Council in carrying out its functions. The PCSDS is independent of any other government department or agency other than the Council established.
The PCSD Staff is composed of eight divisions that work under the supervision of the Executive Director. These are:
(1) ECAN Monitoring and Evaluation Division
(2) ECAN Policy Research and Planning Division
(3) ECAN Zones Management and Enforcement Division
(4) ECAN Education and Extension Division, and
(5) three (3) District Management Offices (DMD Calamian, DMD North, DMD South Central)
What we do
The PCSD and its staff are working to put the Palawan ECAN Management Program into action in line with the SEP’s philosophy and strategy.
The PCSD is mandated to implement all authority granted to it by the law, the Amended Rules and Regulations, and any other authorities essential or auxiliary to the achievement of its purposes and functions under the SEP Law. The Council is also responsible for enacting the rules, regulations, and issuances required to carry out its mission, goals, strategies, plans, and programs, as well as imposing penalties to ensure compliance. The Council is also in charge of integrating and aligning the goals and activities of local government units with the SEP.
The Council is also in charge of approving, coordinating, and monitoring the implementation of all of the Council’s plans and programs, such as comprehensive action plans, systems, and processes required to carry out the SEP through related activities such as the preservation of Palawan culture, the development, conservation, management, protection, and utilization of Palawan’s natural resources, the enforcement of rules and regulations, and the imposition of penalties.
Our accomplishments
The PCSD and the PCSDS focused their activities on the following areas:
❖RULE SETTING AND GOVERNANCE. This includes the crafting of policies for the environment and sustainable development, as well as approval of the Local Government Unit’s (LGU) Solid Waste Management Plan (SWMP), engagement of additional Wildlife Enforcement Officers (WEOs), and Wildlife Traffic Monitoring Units (WTMUs).
❖ BEHAVIOUR CHANGE. The continuing efforts towards a more caring citizenry for the environment while aspiring for an inclusive development targeted our people through innovative and creative efforts and strategies. We took advantage of the social media and the support of our partners, especially the local government units, the civil society and the private sector.
❖ SYSTEMS AND NETWORKS. The ECAN Zoning Maps, as the main strategy to implement the SEP on the road to sustainable development, are being updated in collaboration with partner LGUs to be more environmentally, economically, and socially relevant.
❖ KNOWLEDGE GENERATION AND MANAGEMENT. The PCSDS and partners carry on their efforts to better understand our environment through scientific research and seek innovative solutions for better sustainable development decisions and actions.
❖ PARTNER ENGAGEMENT. Key to attaining success in the implementation of PCSD mandates is working together as a community of practice to strengthen sustainable development governance in the province. Partnerships are continuously being established and pursued with entities based within the province, at the national and international area of cooperation.
