Research and Bio-prospecting Projects

A. Compulsary Requirements

1. Letter of Intent addressed to the PCSD chair through the Executive director of the PCSDS.
2. Research Proposal (or approved thesis/Dissertation proposal as the case may be)
3. Prior Informed Consent/ Endorsement (with resolution and documentation of the consultation process) from the following where applicable:

a. Indigenous Cultural Communities (ICC’s) – in cases where the study (or biological and genetic prospecting) will be undertaken within their ancestral domain/lands.
b. Local Government Units – in cases where the study (or biological and genetic prospecting) will be undertaken within their area/s of jurisdiction:

i. Sangguniang Pambarangay (Barangay Council)
ii. Sangguniang Bayan/Panglungsod (Municipal/City Council)

c. Protected Area Management Board (PAMB) – in cases where the study (or biological and genetic prospecting) will be undertaken within a protected area. Provided that, if the PAMB of a certain protected area has not been organized, a letter of consent shall be obtained from the concerned Regional Executive Director under whose jurisdiction the protected area is located.
d. Private Land Owner – in cases where the study (or biological and genetic prospecting) will be undertaken within a privately owned area.

• Note: The applicant shall disclose full the intent and scope of the research or bioprospecting activity in a language and process understandable to the community.

4. Either one of the following documents under DENR AO 96-37 whenever applicable or necessary.

a) Initial Environmental Examination (IEE) – for projects conducted under critical areas
b) Environmental Compliance Certificate (ECC) – for critical projects regardless of area
c) Certificate of Non-Compliance (CNC)

B. Other Requirements (depending on research project type)

1. For research projects covered by DENR AO 96-37

a) Location Map of Project Site Plotted on a Topographic Map with 1:50,000 scale
b) Map of the Study Area noting adjacent water bodies (scale 1:10,000)

2. For research projects covered by RA 9147 (Wildlife Act of 2001)

a) Thesis and Dissertation Purposes

i. Proof of enrollment with the academic institution
ii. Endorsement Letter from concerned Dean

b) Government initiated or implemented research or scientific projects

i. Research Proposal containing either one of the following:

 Approved Work or Financial Plan
 Grant Agreement
 Memorandum of Agreement

c. For research and/or bioprospecting project initiated by Non-Government Institutions (include conservation breeding or propagation activities)

i. Institution Profile
ii. Endorsement from the Head of the Institution where proponent or applicant is affiliated
iii. Letter of Acceptance of local collaborators (for foreign applicants only)
iv. Habitat restoration, protection and management plan for reintroduction and restocking of captive-bred individuals (for conservation breeding projects only)
