PCSDS Discusses Chainsaw Regulation at Provincial Coconut Stakeholders Meeting

Puerto Princesa City — The Palawan Council for Sustainable Development Staff (PCSDS) discussed chainsaw regulation during the Provincial Coconut Stakeholders Meeting held on March 10, 2026 at the Department of Agriculture- Function Hall, Barangay Sta. Monica.

The activity formed part of the continuing efforts to strengthen awareness and compliance with Republic Act No. 8048, otherwise known as the Coconut Preservation Act of 1995, as amended by Republic Act No. 10593, and other related laws.

At the start of the event, Dir. Levita Lagrada, Director for Operations, PCSDS, gave a message on behalf of the Executive Director, Atty. Teodoro Jose S. Matta, MNSA.

During the lecture proper, Atty. Collen Pagaduan of the PCSDS Legal Services discussed the pertinent provisions of Republic Act No. 9175 and PCSD Administrative Order No. 07, highlighting chainsaw regulation and its role in forest resource management in Palawan. The presentation emphasized the legal requirements for the proper acquisition, registration, and use of chainsaws, as well as the penalties for violations under existing laws and regulations.

Meanwhile, Mr. John Martin Caligdong, Enp, from the DMO–South provided a walkthrough of the permit application process for chainsaws. Participants were also guided on how to access and navigate Biodiversity Resources Access Information Network (BRAIN) System, which facilitates the online submission and processing of applications and permits issued by the PCSDS.

Representatives from the Philippine Coconut Authority (PCA) likewise discussed the pertinent provisions of R.A. No. 8048, as amended by R.A. No. 10593 and the permit application process and requirements.

The lecture aimed to equip coconut industry stakeholders with the necessary knowledge to ensure lawful chainsaw use and to promote sustainable practices consistent with national forestry policies and Palawan’s environmental protection framework.
