PCSD RESOLUTION NO. 95-81
RESOLUTION URGING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) TO IMMEDIATELY RELEASE TO THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT (PCSD) THE FUNDS FOR THE CALAUIT WILDLIFE SANCTUARY PROJECT.
WHEREAS, R.A 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 Jue 19 and Section 6 of said provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and project affecting the environment and natural resources of Palawan;
WHEREAS, Section 16 of R.A 7611 provides that the governance, implementation and Policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD), under the Office of the President;
WHEREAS, on 29 December 1994 a Memorandum of Agreement was signed between the Department of Environment and Natural Resources (DENR) and the PCSD transferring the Management of the Calauit Wildlife Sanctuary Project from DENR to the PCSD effective 01 January 1995;
WHEREAS, an amount of P 4.5 Million was provided for the Calauit Project under the General Appropriation Act for Calendar Year 1995, within the budget allocated for the DENR;
WHEREAS, the DENR has already requested the Department of Budget and Management (DBM) to transfer and release the said amount to the PCSD, in view of the earlier cited Memorandum of Agreement;
WHEREAS, as of date, the DBM has not released the said amount to the PCSD;
WHEREAS, without the release of the said fund, the operation and maintenance of the Calauit Project shall be greatly imperilled;
NOW THEREFORE, upon unanimous motion by all the members of the Council present, the Council;
RESOLVED, as it hereby hereby resolve, that the Council urge, as it hereby urges, the DBM to immediately released to the PCSD the fund for Calauitt Project;
RESOLVED FINALLY, that copies of this resolution be sent to honorable Sec. Salvador Enriquez and other concerned agencies, and local government units for their information, consideration and appropriate action;
APPROVED AND ADOPTED this 3rd day of February, 1995 in Puerto Princesa City, Palawan.
