RESOLUTION DECLARING 1,398 HECTARES AS COMMUNAL FOREST ZONE IN THE CITY OF PUERTO PRINCESA, PALAWAN

WHEREAS, Republic Act No. 7611 adopted the Strategic Environmental Plan (SEP) as the comprehension framework for the sustainable development of the province and created the PCSD as the administrative machinery for the governance, implementation and policy direction of the SEP;

WHEREAS, Section 5 of Republic Act No. 7611 provides that the SEP shall guide the agencies concerned and the local governments in the formulation of plans, programs and projects affecting the environment and natural resources of the province;

WHEREAS, Sections 7 to 11 of Republic Act No. 7611 provide for the establishment of the Environmentally Critical Areas Network (ECAN), a graded system of protection and development control over the whole province involving the designation of management zones and their prescribed uses;

WHEREAS, the power to identify and designate ECAN zones pertains to the PCSD as the administrative machinery for the implementation, governance and policy direction of the SEP and pursuant to such power the “Guidelines in the Identification, Establishment and Management of Communal Forest Zone in Palawan” was issued through PCSD Admin Order No. 01, series of 1999;

WHEREAS, following the criteria and procedures provided in PCSD Administrative Order No. 01, series of 1999, one thousand four hundred forty-nine (1,449) hectares were identified as communal forest zone in the City of Puerto Princesa and an application for its declaration was submitted to the PCSD Staff for evaluation;

WHEREAS, the PCSDS after conducting its technical evaluation of the application favorably endorsed one thousand three hundred ninety-eight (1,398) hectares communal forest zone for the approval of the PCSD;

WHEREAS, the application was presented to the PCSD and pursuant to such presentation the Council finds the application to be in conformity with the guidelines set forth in PCSD Administrative Order No. 01;

WHEREFORE, on motion duly seconded, the Council resolves, as it is hereby RESOLVED, to declare, as it hereby DECLARED, 1,398 hectares as communal forest zone in the City of Puerto Princesa, Palawan;

RESOLVED FURTHER, that the necessary issuance be made for its immediate implementation;

RESOLVED FINALLY, that copies of this resolution be furnished to the City of Puerto Princesa and other agencies concerned for their information and guidance.
