PCSD RESOLUTION NO. 99-151

“RESOLUTION APPROVING THE MANAGEMENT PLAN OF THE TUBBATAHA REEFS NATIONAL MARINE PARK (TRNMP)”

WHEREAS, Republic Act No. 7611 also known as the Strategic Plan for Palawan (SEP) Act was approved on June 19, 1992 as the comprehensive framework for the sustainable development of Palawan, compatible with protecting and enhancing the natural resources and endangered environment of the province of Palawan which framework is known as the Strategic Environmental Plan for Palawan;

WHEREAS, Section 6 of RA 7611 requires that the Strategic Environmental Plan shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan and that all local governments in Palawan and the concerned national and regional government agencies operating therein shall coordinate and align their projects with the corresponding budgets and programs and policies of this;

WHEREAS, on August 11,1988, the Tubbataha Reefs and its surrounding waters covering 200 hectares was declared through Presidential Proclamation 306 as National Marine Park to be known as “Tubbataha Reef National Marine Park (TRNMP)”;

WHEREAS, on December 11, 1993, in recognition of its importance to regional bio-diversity, the United Nation Scientific and Cultural Organization (UNESCO) declared Tubbataha as a World Heritage Site;

WHEREAS, on July 20, 1995, President Fidel V. Ramos issued Memorandum Circular No. 128 creating the Presidential Task Force on Tubbataha Reef National Marine Park to serve as the policy and coordinating mechanism for TRNMP and on November 7, 1996 Memorandum Circular No. 150 was issued amending Memorandum Circular No. 128 designating the Secretary of DENR and the Governor of the Province of Palawan as Co-Chair of the Presidential Task on Tubbataha Reef National Marine Park;

WHEREAS, pursuant to Memorandum Circular 150, the Presidential Task Force on Tubbataha prepared a management plan that will address the environmental problems and concerns in the TRNMP, provide an information for development and management activities and spell out the collective efforts required for resource management among from stakeholders;

WHEREAS, from 1996 to 1998 and with the assistance of concerned agencies and institutions, several meetings and workshops were conducted by the various stakeholders to formulate, refine and finalize the management plan that would truly reflect the needs and aspiration of all concerned;

WHEREAS, upon the representation of the draft management plan by the TRNMP Management Board, the Council finds the plan in order;

WHEREFORE, on motion of Governor Salvador P. Socrates, unanimously seconded by the members present,

RESOLVED, as it is hereby RESOLVED, that the Tubbataha Reefs National Marine Park Management Plan be approved;

RESOLVED FINALLY, that the Presidential Task Force for Tubbataha, DENR-PAWB, the Local Government of Cagayancillo be furnished with copy of this resolution.
