RESOLUTION AUTHORIZING THE PCSDS, REPRESENTED BY ITS EXECUTIVE DIRECTOR, ATTY. JOSELITO C. ALISUAG, TO IMPLEMENT THE COLLECTION OF FINES, FEES AND PENALTIES UNDER PCSD ADMINISTRATIVE ORDER NOS. 99-02 AND 99-03 AND TO OPEN AN ACCOUNT WITH THE LAND BANK OF THE PHILIPPINES PUERTO PRINCESA BRANCH FOR THE MANAGEMENT OF FUNDS COLLECTED THEREFROM.

WHEREAS, Section 19 of Republic Act No. 7611 empowers the PCSD to arrange and negotiate for, and accept donations, grants, gifts, loans and other fundings from domestic, foreign sources to carry out the activities and purposes of the SEP;

WHEREAS, the PCSD on August 20, 1999 approved and adopted PCSD Administrative Order No. 99-02 and was confirmed on Sept. 24, 1999 providing the guidelines in the Imposition of Processing Fees covering application for SEP Clearance of Projects and Undertakings in Palawan;

WHEREAS, Section 4 of PCSD Administrative Order No. 99-02 require that project proponents seeking for PCSD endorsement are required to pay filing fee and evaluation fee of various amounts depending upon the nature of the project;

WHEREAS, existing government accounting and auditing procedures require that the amount collected pursuant to the aforementioned Administrative Order shall be deposited with any accredited government depository bank;

WHEREFORE, on motion duly seconded, be it RESOLVED, as hereby it is RESOLVED, that the PCSDS, represented by Executive Director Joselito C. Alisuag, be authorized to implement the collection of fees under PCSD Administrative Order No. 99-02 and 99-03 and to open a Trust Fund account with Land Bank of the Philippines for the management of funds collected therefrom.

RESOLVED FINALLY, that copy of this resolution be furnished the Land Bank of the Philippines Puerto Princesa Branch for information and guidance.
