PCSD RESOLUTION NO. 99-145
“A RESOLUTION REQUESTING THE TWO REPRESENTATIVES OF PALAWAN, HON. VICENTE A. SANDOVAL AND HON. ALFREDO E. ABUEG, JR. TO HOLD A CONGRESSIONAL INQUIRY, IN AID OF LEGISLATION, ON THE STATUS AND THE SETTLEMENT OF ALL ISSUES INVOLVING THE YULO KING RANCH”
WHEREAS, in 1975 Proclamation No. 1387 was issued declaring the Yulo King Ranch (YKR) as pasture reserve covering about 40,000 hectares of agricultural land within the jurisdiction of the municipalities of Busuanga and Coron, Palawan;
WHEREAS, in 1986, the Bureau of Animal Industry took over the management of the Yulo King Ranch and converted the same into the Busuanga Breeding and Experimental Stations (BBES);
WHEREAS, the YKR, now the BBES, failed to settle and pay the municipality of Busuanga realty taxes/revenues amounting to P376,.418.oo in yearly taxes (based on old assessment level of 1984-1985) and of the current year the YKR-BAI project owes P9.363 million in back taxes, excluding penalties for the 20 year period (from 1974 after the 5-years grace period);
WHEREAS, Proclamation No. 1387 resulted to loss of about 30% of the habitable area for human settlement/resettlement sites and 60% loss of the agro-industrial pursuit/livelihood of the people and the government of Coron and Busuanga;
WHEREAS, several resolutions have been passed by the municipalities of Busuanga and Coron requesting the concerned government agencies for the disposition of the land covered by YKR to qualified beneficiaries and to the local government units of Coron and Busuanga;
WHEREAS, in 1997 the Sangguniang Bayan of Busuanga passed a resolution requesting the PCSD to indorse, through the two congressmen, a bill amending Proclamation No. 1387 and segregating the unutilized portion of the YKR for communal forest and other livelihood support program;
WHEREAS, in the public hearing Coron during the 65th PCSD regular meeting the municipalities of Coron and Busuanga reiterated the request for the disposition of the YKR to qualified beneficiaries;
NOWTHEREFORE, on motion of Vice Governor Joel T. Reyes, unanimously seconded by the members present, BE IT RESOLVED as it hereby resolved to request the two congressmen, Deputy Speaker Alfredo E. Abueg, Jr. and Hon. Vicente A. Sandoval, to hold a congressional inquiry, in aid of legislation, on the status and the settlement of all issues involving the Yulo King Ranch, for the purpose of determining the necessity of adopting remedial legislative measures therefor.
RESOLVED FURTHER, that copies of this resolution be furnished the 13th Congress of the Philippines, House of Representatives, Quezon City, the Department of Agriculture-Bureau of Animal Industry (DA-BAI), the Department of Environment and Natural Resources, the Department of Agrarian Reform and the Local Government of Coron and Busuanga, Palawan.
