PCSD RESOLUTION NO. 98-130

RESOLUTION AUTHORIZING THE PCSD CHAIRMAN TO ENTER INTO A LOAN AGREEMENT WITH THE OECF FOR THE IMPLEMENTATION OF THE ENVIRONMENTAL MANAGEMENT COMPONENT OF THE NORTHERN PALAWAN SUSTAINABLE TOURISM DEVELOPMENT PLAN

WHEREAS, R.A 7611, otherwise known as the Strategic Environmental Plan for (SEP) Palawan, took effect on 19 June 1992 and section 16 of said act provides that the governance implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD), under the Office of the President;

WHEREAS, Section 5 of R.A 7611 provides that the general philosophy of the SEP is the Sustainable Development of Palawan “which is the improvement of the quality of life of its people in the present and future generations through the use of complementary activities of development and conservation that protect life-support ecosystem and rehabilitate exploited areas to allow upcoming generation to sustain development growth.”

WHEREAS, Section 6 of R.A 7611 provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, the same Section requires that all local governments in Palawan and the concerned national and regional government agencies operating therein shall coordinate and align their projects and the corresponding budgets with the projects, programs and policies of the SEP, as administered and implemented by the aforementioned administrative machinery, the PCSD;

WHEREAS, the PCSD, in its 57th regular meeting held on March 20, 1998, approved and adopted the Environmentally Sustainable Tourism Development Plan for Northern Palawan prepared by an inter-agency team led by the Department of Tourism as presented by its representative, Ms. Verna Buensuceso.

WHEREAS, on December 14, 1998, the Plan was presented to and approved by the Technical Board of the NEDA-Investment Coordinating Committee (ICC) to be financed by a loan from the OECF under the 23rd Yen Package.

WHEREAS, in view of the fact that the proponent agency, the Department of Tourism, has no borrowing capacity, the identified implementing agencies of the various components shall become the borrower under the proposed loan package. The PCSD was identified as the implementing agency of the Environmental Management Component under the Plan.

WHEREFORE, upon the motion by Gov. Socrates, duly seconded by Exec. Dir. Alisuag, the Council:

RESOLVED, as it is hereby RESOLVED, that the Deputy Speaker of the House, Honorable Alfredo E. Abueg Jr., in his capacity as the PCSD Chairman, be authorized, as he is hereby authorized, to enter into a loan agreement with OECF for the implementation of the Environmental Management Component of the Northern Palawan Environmentally Sustainable Tourism Development Plan.
