PCSD RESOLUTION NO. 98-124
A RESOLUTION AMENDING PCSD RESOLUTION #98-118 TO READ AS FOLLOWS: “A RESOLUTION REQUIRING ALL CARRIERS OF LIVE FISH BY LAND, AIR AND SEA; AND CATCHERS, SHIPPERS, FISHING BOAT OPERATORS, DEALERS AND ALL OTHERS CONCERNED WITH THE BUSINESS OF CATCHING AND SHIPMENT OF LIVE FISH FROM PALAWAN TO OBTAIN PERMIT FROM THE PCSD AND AUTHORIZING THE PHILIPPINE NATIONAL POLICE TO IMPLEMENT THE MONITORING ACTIVITIES”.
WHEREAS, PCSD RESOLUTION NO. 98-118 (approved and adopted on January 30, 1998), was intended to control and curtail if not completely stop the destruction of Palawan’s fishery and marine resources by chemical poisoning (cyanide and dynamite fishing).
WHEREAS, after a period of more than six (6) months since the approval and adoption of PCSD RESOLUTION NO. 98-118 there is no abatement in the destruction of Palawan’s marine resources.
WHEREAS, a complete monitoring of all activities attendant to the illegal activities is necessary to achieve the objective set forth in PCSD RESOLUTION NO. 98-118.
NOW, THEREFORE, upon the motion by Cong. Vicente A. Sandoval and Cong. Alfredo Abueg, Jr., duly seconded by Exec. Dir. Joselito Alisuag, the Council.
RESOLVED, as it is hereby RESOLVED, that all catchers, shippers, fishing boat operators, dealers and others concerned in the live fish business shall be required to get a permit to catch, engage in the business and transport of live fish.
RESOLVED FURTHER, that the Philippine National Police be directed to implement the monitoring activities.
RESOLVED FURTHERMORE, that all entities authorized by law to carry out monitoring, such as the Department of Agriculture through their Cyanide Detection Test Center, shall coordinate with the Philippine National Police in the development of an improved and effective monitoring scheme to successfully carry out the objectives of this resolution.
RESOLVED FINALLY, that copies of this resolution be furnished the Philippine National Police, Department of Agriculture, Bureau of Fisheries and Aquatic Resources, local government units at the municipal and barangay levels, live fish shippers, companies involved in aircraft charter and other transportation companies, fishing boat operators, catchers and dealers and all other concerned.
