PCSD RESOLUTION NO. 97-106

RESOLUTION ENDORSING THE PROPOSED VIETNAMESE VILLAGE AT SANTA LOURDES, PUERTO PRINCESA CITY, A PROJECT OF THE CENTER FOR ASSISTANCE TO DISPLACED PERSONS, INC., SUBJECT TO THE PROVISIONS EMBODIED HEREIN

WHEREAS, the center for Assistance to Displaced Persons, Inc. (CADP) submitted to the Palawan Council for Sustainable Development (PCSD) on 10 December 1996 the proposal for the Vietnamese Village at Santa Lourdes, Puerto Proncesa City;

WHEREAS, based on the Memorandum of Agreement (MOA) signed on 17 July 1996 between the Catholic Bishop Conference of the Philippines (CBCP) and the Government of the Philippines (GOP); the latter was relieved of the responsibilites in the administration of the Philippine First Asyluym Camp (PFAC);

WHEREAS, said MOA provided for the establishment of housing facilities as temporary relocation site for the remaining Vietnamese Nationals consisting of more than five hundred families as of 30 December 1996;

WHEREAS, although the project is located within the Pollutive Industrial District at Barangay Santa Lourdes, Puerto Princesa City, the Acting City Planning and Development Coordinator issued a certification dated 02 December 1996 that the proposed housing subdivision may be allowed subject to the condition that the City Government will not be responsible for the noise and pollution emission of the nearby power plant which might cause future problems;

WHEREAS, as presented by the CADP the existence of the village is temporary until all the remaining Vietnamese Nationals will be reprocessed for possible resettlement in other host countries and subsequently the occupied area will be converted to an ecological park;

NOW, THEREFORE, upon unanimous motion and duly seconded by the Council members present, the Council;

RESOLVED, as its is hereby RESOLVED, that the Palawan Council for Sustainable Development endorses the proposed Vietnamese Village by the CADP to the Department of Environment and Natural Resources and recommend for the issuance of an Environmental Compliance Certificate (ECC) provied that the proponent shall comply with the mitigating measures embodied in the PD and the following terms and conditions based on the Council’s Staff evaluation report attached hereto as Annex A.
