PCSD RESOLUTION NO. 96-95
RESOLUTION SEEKING THE ASSISTANCE OF CONCERNED AGENCIES INSTITUTIONS AND INDIVIDUALS TO PROVIDE ADDITIONAL FUNDS FOR THE IMPLEMENTATION OF THE THREE-YEAR WORK PROGRAM OF THE ENVIRONMENTALLY CRITICAL AREAS NETWORK (ECAN). THE MAIN STRATEGY OF THE STRATEGIC ENVIRONMENTAL PLAN (PLAN) FOR PALAWAN.
WHEREAS, R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, which took effect on 19 June 1992 provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;
WHEREAS, Section 7 of R.A 7611 provides that the SEP shall establish a graded system of protection and development control over the whole of Palawan, including its tribal lands, forests, mines, agricultural areas, settlement areas, small islands, mangroves, coral reefs, seagrass beds and the surrounding sea known as the Environmentally Critical Areas Network (ECAN).
WHEREAS, ECAN maps were prepared by the PCSDS delineating the boundaries of a graded system of protection such as core zone, buffer zone and multiple use zone. Such maps were presented to the Council during its 43rd regular Meeting dated 22 March 1996.
WHEREAS, maps of these municipalities that already have identified boundaries are deemed necessary for use as basis for decision making activities.
NOW THEREFORE, upon by Usec. Delfin J. Ganapin, Jr., duly seconded by all the members of the Council present, the Council:
RESOLVE, as it hereby resolve, that the Council approves, as it hereby approve, “The Presented ECAN Delineation as Preliminary ECAN Maps for Decision Making, subject to ground Verification, Review and Approval by the Council.
