PCSD RESOLUTION NO. 94-66

RESOLUTION STRONGLY SUPPORTING HOUSE RESOLUTION NO. 1154, “A RESOLUTION URGING THE DEPARTMENT OF ENERGY TO CONSIDER THE PROVINCE OF PALAWAN AS POSSIBLE VENUE OF THE INFRASTRUCTURE FACILITIES FOR THE DEVELOPMENT OF THE OIL AND NATURAL GAS DESPOSIT IN THE PALAWAN SEAS”

WHEREAS, R,A, 7611,, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 June 1992 and Section 16 of said Act provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD), under the 0ffice of the President;

WHEREAS, Section 6 of R.A. 7611 also provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resouress of Palawan;

WHEREAS, Cong, David A. Ponce de Leon in a joint motion with Cong. Alfredo E. Abueg Jr. filed House Resolution No. 1154 at the House of Representatives, ” A Resolution Urging the Department of Energy to Consider the Province of Palawan as Possible Veneue of the Infrastructure Facilities for the Development of the Oil and Natural Gas Deposit in the Palawan Seas”;

WHEREAS, Maj. Gen. Carlos P. Tangega informed the Council of the vision of His Excellency President Fidel V. Ramos concerning the development of downstream industries in the Province where petro-chemical deposits is concerned;

WHEREAS, the PCSD recognizes the potential of additional benefits that will accrue to the constituents of Palawan if and when the infrastructure facilities for the development of the oil and gas deposit in the Palawan seas be located in the Province in addition to acquiring the revenue share from out of the natural wealth;

NOW THEREFORE, upon unanimous motion, all the members ot the Council present;

RESOLVED,as it is hereby resolveP that the Council strongly support House Reso1ution No. 1154;

RESOLVED FURTHER, that:

  1. The PCSD’s Committee on Oi1 Mineral Resources be expanded to inc1ude the existi ng members of the Council and shall be tasked in spearheading the conduct of relevant studies and sit down with the Department of Energy and interested local or foreign investors;
  2. The Provincial Government shall be asked to allocate 3-5% of the annua3 oil revenue share to fund for the studies required.

RESOLVED FINALLY, that a copy of this resolution be furnished to the Secretary of Energy and all concerned agencies for the information, consideration and appropriate action,
