PCSD RESOLUTION NO. 94-59
RESOLUTION ENJOINING THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) TO COORDINATE WITH THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT (PCSD) IN THE ORGANIZATION OF THE PROTECTED AREA MANAGEMENT BOARDS (PAMB) IN THE RESPECTIVE PROTECTED AREA IN THE PROVINCE, REQUIRING THAT THE PCSD AND/OR ITS STAFF BE DULY REPRESENTED IN THE SAID PAMB, AND THAT THE FINAL COMPOSITION OF THE PAMB BE DULY CONFIRMED BY THE PCSD.
WHEREAS, R.A 7611, otherwise known as the Strategic Environment Plan (SEP) for Palawan, took effect on 19 June 1992 and Section 16 of said Act provides that the governance, by the Palawan Council for Sustainable Development (PCSD), under the Office of the President;
WHEREAS, the Council, on 26 November 1993, issued Memorandum Circular No. 1 series of 1993 providing for the guidelines in the identification, establishment and management of communal forest in the Province of Palawan;
WHEREAS, pursuant to the overexcited Memorandum Circular, several municipalities in the Province are in process of identifying their respective communal forests;
WHEREAS, most of these municipalities have inadequate financial resources to cover the P 50 per hectares service fee currently collected by the Department of Environment and Natural Resources (DENR);
WHEREAS, the establishment of communal forest is recognized by the Council to be of utmost importance in the Province considering the acute supply of lumber brought about by the total commercial logging ban;
NOW THEREFORE, upon motion by Cong. Alfredo E. Abueg Jr., duly seconded by Exec. Dir. Arthur R. Ventura and Mr. Clemencio Q. Pena, all the members of the Council present;
RESOLVED, as it hereby resolve, that the Council request, as it hereby request, the DENR to exempt the local Government Units in Palawan from the service and other fees in the identification and establishment of the communal forests;
RESOLVED FINALLY, that the copies of this resolution be sent to the Secretary of DENR, local government unit and other concerned agencies for their information, consideration and appropriate action;
