PCSD RESOLUTION NO. 94-55
RESOLUTION EXPRESSING SUPOPORT TO THE PROPOSED NEW FORESTRY CODE AND REQUESTING THE HONORABLE MEMBERS OF CONGRESS TO ACT EXPEDITIOUSLY AND CAUSE THE EARLY PASSAGE OF THE SAID CODE.
WHEREAS, R.A 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, Took effect on 19 June 1992 and Section 16 of said Act that the governance, implementation policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD), under the office of the President;
WHEREAS, R.A 7611, Sections 7 -11 of said provides for the establishment of a Environmentally Critical Areas Network (ECAN), the main strategy of SEP which is a graded system of protection and development control over the whole of Palawan, including its tribal lands, forests, mines, agricultural areas, settlement areas, small islands, mangroves, coral reef, seagrass, beds and the surrounding sea;
WHEREAS, the PCSD, in 23rd Council meeting held on 18 February 1994, adopted the guidelines in implementing the ECAN, prescribing among others, the allowable activities, within the identified zones.
WHEREAS, one of the functions of the PCSD as provided for in Section 19(5) of R.A 7611 is to “recommend to the congress of the Philippines such matter that may require legislation in support of the objectives of the SEP”;
WHEREAS, the PCSD recognize that in implementing the SEP, and the ECAN in particular, one of its constraints is the existence of outdated fisheries laws, specifically P.D 704;
NOW THEREFORE, upon motion by Maj. Gen. Carlos F. Tenega, duly seconded by. Atyy. Teodoro Q. Pena, all the members of the council present;
RESOLVED, as it hereby resolve, that the Council express its, support to the proposed Fisheries code now pending in Congress and request the Honorable Members of Congress to act expeditiously and cause the early passage of the said Code;
RESOLVED FINALLY, that copies of this resolution be sent to the Honorable Members of Congress, local government units and other concerned agencies for their information, consideration and appropriate action;
