PCSD RESOLUTION NO. 94-51

RESOLUTION ADOPTING A POLICY OF GIVING PREFERENTAL RIGHTS TO THE INDIGENOUS CULTURAL COMMUNITIES (ICCs) OF PALAWAN TO COLLECT AND GATHER MINOR FOREST PRODUCT OF THE PROVINCE AND EHJOINING ALL AGENCIES CONCERNED TO EXTEND THIS RIGHT TO THE ICC.

WHEREAS, R.A 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect the 19 June 1992 and Section 16 of said Act provides that the governance, implementation, and policy direction of the governance, by the President;

WHEREAS, Section 6 of R.A 7611 also provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, program and projects affecting the enviroment and natural resources of Palawan;

WHEREAS, Sections 7 – 11 of said Act provides for the establishment of an Environment Critical Areas Network (ECAN), the main strategy of SEP which is a graded system of protection and development control over the Wholre of Palawan, Including its tribal lands, forest mines, agricultural areas, settlement areas, small island, mangroves, coral reefs, sea-grass beds and the surrounding sea;

WHEREAS, the PCSD, in tis 23rd Council meeting held 18, February 1994, adopted the guidelines in implementing the ECAN, prescribing among others, the allowable activities within the identified zones which includes among others , the collection and gathering of minor forest.
