RESOLUTION SEEKING THE ASSISTANCE OF CONCERNED AGENCIES INSTITUTIONS AND INDIVIDUALS TO PROVIDE ADDITIONAL FUNDS FOR THE IMPLEMENTATION OF THE THREE-YEAR WORK PROGRAM OF THE ENVIRONMENTALLY CRITICAL AREAS NETWORK (ECAN). THE MAIN STRATEGY OF THE STRATEGIC ENVIRONMENTAL PLAN (PLAN) FOR PALAWAN.

WHEREAS, R.A. 7611. otherwise knows as the Strategic Environmental Plan (SEP) for Palawan, took effect on June 19, 1992 and Section 16 of said Act provides that the governance, implementation and policy direction of the SEP shall be exercise by the Palawan Council For Sustainable Development (PCSD), under the Office of the President;

WHEREAS, Section 6 of R.A. 7611 also provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, SECTION 7-11 of said Act provides for the establishment of an Environmentally Critical Areas Network (ECAN), the main strategy of SEP which is a graded system of protection and development control over the whole of Palawan, including its tribal lands, forests, mines agricultural areas, settlement areas, small islands,, mangrove, coral reefs seagrass beds and the surrounding sea;

WHEREAS, the PCSD, in its 23rd Council meeting held on 18 February 1994, adopted the guidelines in implementing the ECAN prescribing among others, the processes, criteria, methodologies and functional relationships between and among the Council, its Staff the Local Government Units, national agencies, organizations and concerned members of the community in implementing ECAN;

WHEREAS, the PCSD, also in its 23rd Council meeting held on 18 February 1994, reviewed and approved the Three-year Work Program (CY 1994-1996) in implementing the ECAN, presented by the Council Staff, a summary of which is hereto attached as Annex A;

WHEREAS, the said Three-year Work Program requires at least P27.5 Million is already funded through the General Appropriations Act for the completion of mapping of the main island and establishment of visible boundaries within three municipalities;

WHEREAS, also for CY 1994, an addition amount of P2.6 Million is still required to: conduct aerial photography and interpretation covering the island municipalities, establishment of a geographic, information system and improve the capabilities of local government units in implementing the ECAN;

WHEREAS, it is recognized by the members of the PCSD that the early completion of the ECAN is the most critical activity among the strategies set forth by the SEP towards attaining sustainable development in Palawan;

WHEREAS, section 19 (3) of the SEP Act provides that the Council may call on any department, bureau, office, agency or instrumentality of the Government, and on private entities and organizations for cooperation and assistance in the performance of its functions:

NOW THEREFORE, on unanimous motion by the members of the Council present:

RESOLVED, as the hereby resolve, that financial assistance from concerned agencies, institutions and individual be sought by PCSD for the implementation of the Three-Year Work, Program of ECAN;

RESOLVED FURTHER, that copies of this Resolution be furnished to concerned agencies, institutions and individuals for their consideration and appropriate action.
