PCSD RESOLUTION NO. 94-45

RESOLUTION ADOPTING A THREE-YEAR PROGRAM OF WORK IN THE IMPLEMENTATION OF THE ENVIRONMENTALLY CRITICAL AREAS NETWORK (ECAN), THE MAIN STRATEGY OF THE STRATEGIC ENVIRONMENTAL PLAN (SEP) FOR PALAWAN; AND SEEKING THE ASSISTANCE OF HIS EXCELLENCY PRESIDENT FIDEL V. RAMOS TO PROVIDE ADDITIONAL FUNDS THEREOF.

WHEREAS, R.A.7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took affect on June 19, 1992 and Section 16 of said Act provides that the governance implementation and policy direction of the SEP shall be exercised by the Palawan Council For Sustainable Development (PCSD), under the Office of the President;

WHEREAS, Section 6 of R.A. 7611 also provides that the SEP shall serves as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, SECTION 7-11 of said Act provides for the establishment of an environmentally Critical Areas Network (ECAN), the main strategy of SEP which a graded system of protection and development control over the whole of Palawan including its tribal lands, forests, mines agricultural, areas. settlement areas, small islands, mangroves, coral reefs, seagrass beds and the surrounding sea;

WHEREAS, the PCSD in its 23rd Council meeting held on 18 February 1994, adopted the guidelines in implementing the ECAN, prescribing among others, the processes, criteria, methodologies and functional relationships between and among the Council, its Staff, the Local Government Units, national agencies, organizations and concerned members of the community in implementing ECAN;

WHEREAS, the PCSD, also in its 23rd Council meeting held on 18 February 1994, reviewed the Three-year Work Program (CY 1994-1996) in implementing the ECAN, presented by the Council Staff, a summary of which hereto attached as Annex A;

WHEREAS, the said Three-year work program requires at least P27.5 million to complete the ECAN process, of which for CY 1994 P3.5 Million is already funded through the General Appropriations Act for the completion of mapping of the main island and establishment of visible boundaries within three municipalities;

WHEREAS, also for CY 1994, an additional amount of P2.6 Million is still required to: conduct aerial photography and interpretation covering the island municipalities, mapping of island municipalities, establishment of a geographic information system and improve the capabilities of local government units in implementing the ECAN;

WHEREAS, it is recognized by the members of the PCSD that the early completion of the ECAN is the most critical activity among the strategies set forth by the SEP towards attaining sustainable development in Palawan;

NOW THEREFORE, on unanimous motion by the members of the Council present;

RESOLVED, as it hereby resolve, that the Three-year Work Program in the implementation of ECAN be adopted;

RESOLVED FURTHER, that His Excellency President Fidel V. Ramos be requested to provide funds for the implementation of the Three-Year Work Program of ECAN, specifically the amount of P2.6 Million;

RESOLVED FINALLY, that a copy of this resolution be sent to His Excellency President Fidel V. Ramos for his consideration and appropriate action.
