RESOLUTION SUBMITTING TO THE COMMITTEE ON CULTURAL COMMUNITIES OF THE HOUSE OF REPRESENTATIVE THE REPORT OF THE PCSD’S COMMITTEE OR TRIBAL AFFAIRS OF THE FINDINGS OF THE CONSULTATIVE MEETING WITH THE RESIDENTS OF THE PROPOSED TRIBAL RESERVATION AREAS IN THE MUNICIPALITIES OF EL NIDO AND G.R. ABORDO.

WHEREAS, pursuant to R.A 7611, the Strategic Environmental Plan shall provide for the establishment of the Environmental Plan shall provide for the establishment of the Environmentally Critical Areas Network (ECAN), a graded system of protection and development control over the whole of the Palawan, including among the others, tribal ancestral lands

WHEREAS, as defined in Section 3 of the Act, tribal land areas refer to the areas comprising both land and sea that are traditionally occupied by the cultural communities;

WHEREAS, among the initially proposed tribal reservations in Palawan are Barngay Bocana and the Islands of Lalutaya and Cagbuli of El Nido Municipality and Sitio Barangonan and Pical G.E. Abordo Municipality

WHEREAS, House Bill No. 4410 entitled An Act Establishing the Northern Palawan Tagbanua Reservation in the Municipality of El Nido, Province of Palawan and Providing Funds Therefore” and House Bill No. 9827 entitled “An Act Establishing Barangay Barangonan and Barangay Pical in the Municipality of G.E. Abordo, Province of Palawan as Tagbanua Tribal Reservation and Appropriating Funds Therefore” which were introduced by Cong. David A. Ponce de Leon and Cong. Alfredo A. Abueg Jr..

WHEREAS, in view of these pending legislations, the committee on Tribal Affairs of the Palawan Council For Sustainable Development conducted consultation with the communities residing in the proposed tribal reservation areas;

WHEREAS, the findings of the Committee which focused on the problems and issues that will likely arise once relocation of non-tribal residents is effected was presented to the Council and attached hereto as Annex A;

NOW THEREFORE, BE IT RESOLVED that a copy of the report be submitted to the Committee on Cultural Affairs of the House of Representatives for their consideration of the issues and findings presented therein during the deliberation of House Bill Nos. 4410 and 9627.
