RESOLUTION REQUESTING CONGRESSMAN ALFREDO E. ABUEG, JR. AND CONRESSMAN DAVID A. PONCE DE LEON TO FILE THE APPROPRIATE BILL IN CONGRESS THAT WILL CLARIFY AND RESOLVE THE DIFFERENCES BETWEEN THE DENR AND PCSD WITH RESPECT TO AUTHORITES AND POWERS RELATIVE TO THE MANAGEMENT F THE ENVIRONMENT OF PALAWAN.

WHEREAS, as provided for in Republic Act 7611, the strategic Environmental Plan for Palawan was adopted as the comprehensive framework for the sustainable development of Palawan compatible with protecting and enhancing the natural resources and endangered environment of the province;

WHEREAS, pursuant to Section 16 of the same Act, the governance, implementation and policy direction of the Strategic Environmental Plan shall be exercised by the Palawan Council For Sustainable Development;

WHEREAS, the Department of Environment and Natural Resources was mandated by virtue of Executive Order 192 as the primary government agency responsible for the conservation, management, development and proper use of the country’s environment and natural resources;

WHEREAS, in view of the difference in opinion of the PCSD and DENR regarding the various aspects of their operations and in particular their respective jurisdictions on the management of the environment of Palawan, a review of Republic Act 7611 is necessary to clarify matters and define more specifically the powers and functions of the Council;

WHEREAS, said joint committee shall provide the forum for discussing and resolving opposing viewpoints;

NOW THEREFORE, the Palawan Council hereby resolves to request Congressman Alfredo E. Abueg, Jr. and Congressman David A. Ponce de Leon to file the appropriate bill in Congress that will clarify and resolve the differences between the DENR and the PCSD with respect to authorities and powers relative to the management of the environment of Palawan.
