RESOLUTION AUTHORIZING THE COMMITTEE ON FOREST AFFAIRS OF THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT (PCSD) TO INITIATE THE DISCUSSION CONCERNING THE FUNCTIONAL WORKING RELATIONS BETWEEN THE PCSD AND THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES AND COORDINATE WITH THE JOINT COMMITTEE FOR THIS PURPOSE.

WHEREAS, pursuant to section 23 of the Rules and Regulations Implementing the Strategic Environmental Plan (SEP) for Palawan Act and PCSD Resolution No. 92-06, functional committee were created to address specific concerns, one of which is the Committee on Forest Affairs;

WHEREAS, as provided for in the aforecited PCSD Resolution No. 92-06, the Committee on Forest Affairs is responsible for the review of existing Timber License Agreements (TLA’s) and finalization of the guidelines for the identification, establishment and management of communal forest in the municipalities, among its other identified immediate tasks;

WHEREAS, on the 11th PCSD meeting held on 19 April 1993 with DENR Secretary Anngel C. Alcala, a joint committee to be composed of PCSD and DENR representatives was formed to discuss the

WHEREAS, on the same meeting, the PCSD representatives to said joint committee were designated, namely: Rear Admiral Pio H. Garrido, Congressman David A. Ponce de Leon and Rev. Fr. Armando Limsa and on the 16th Council meeting held on 24 September were named additional members to said committee;

WHEREAS, in response to the aforementioned agreement, the Committee on Forest Affairs passed Resolution No.1 requesting the PCSD to authorize the Committee on Forest Affairs to initiate discussions concerning the functional working relations between for this purpose, hereto attached as “Annex 1”;

NOW THEREFORE, be it resolved, as it is hereby resolved that the Palawan Council For Sustainable Development favorably endorses Resolution No. 1 of the Committee on Forest Affairs.
