PCSD RESOLUTION NO. 93-30

RESOLUTION ENJOINING LOCAL GOVERNMENT OFFICIALS TO STOP ALL MOVEMENTS OF LUMBER WITHIN THEIR JURISDICTION UNLESS PROPER LICENSING AND/OR PERMITS HAVE BEEN ISSUED

WHEREAS, pursuant to Section 2 of R.A 7611, otherwise known as the Strategic Environmental Plan for Palawan Act, it was declared a policy of the State to protect, develop and conserve its natural resources;

WHEREAS, recognizing the need to conserve the dwindling forest resources of the whole country, cutting and gathering of narra and other premium hardwood timber species have been regulated by the Department of Environment and Natural Resources as provided for in DAO 78: series of 1987;

WHEREAS, DENR DAO 34, Series of 1988 provides the guidelines on the accomplishment of Certificate of Timber Origin and Certificate of Lumber Origin and DAO 96, Series of 1989 which further provides the supplementary guidelines on the accomplishment of the same, have likewise been issued;

WHEREAS, inspite of the above cited Administrative Orders, illegal cutting and shipment of narra and other premium hardwood Timber species have been reported/apprehended;

NOW THEREFORE, on action by Atty. Teodoro Q. Pena and seconded by the members present the Palawan Council For Sustainable Development resolved as it is hereby resolves to within their jurisdiction unless proper licensing and/or permits have been issued;

RESOLVED FURTHER, that copies of this resolution be furnished to the members of the Sangguniang Panlalawigan and Municipal Mayors and the City mayor of Puerto Princesa for their appropriate action.
