RESOLUTION ENDORSING THE PALAWAN BACKBONE TRANSMISSION LINE PROJECT FOR IMPLEMENTATION BY NATIONAL POWER CORPORATION (NPC)

WHEREAS,the NEDA Board had approved the Spanish Loan/Grant Proposal for the establishment of the Palawan Back Bone Transmission Line Project, subject to the condition that a differential power pricing strategy is implemented for the project;

WHEREAS,an intelligent and extensive discussion transpired between and among the PCSD Council members and the task Force created by the NPC that studied the price differential, after briefing and presentation made by the NPC staff before the Council;

WHEREAS, some Council members have expressed reservation on the acceptability on the project considering the cost of electricity that will finally be shouldered by the consumers against may not be within their capacity to pay; nevertheless, against the seeming adverse consequence to consumers when the line has been set up, the beneficial effects on the long term development of the area, the acceleration of investment and industrialization, are thought of to eventually reduce the burden of household consumers; it was also expressed that a possible Government Units shares on oil revenue;

NOW THEREFORE, by unanimous motion of the members present RESOLVED, as hereby it is RESOLVED, to indorse and recommend for approval and implementation in Palawan immediately by the NPC, of the Palawan Backbone Transmission Line Project, including the condition imposed for the incremental power rate increase as a result of the project.

RESOLVED, further, to further copies to the NPC, the NEDA the Office of the President, and the Sangguniang Panlalawigan of Palawan.
