RESOLUTION REQUESTING HONORABLE SECRETARY ANGEL C. ALCALA FOR THE RETENTION OF ATTY. MARIANO VILLANUEVA AS PROVINCIAL ENVIRONMENT & NATURAL RESOURCES OFFICER OF THE PROVINCE OF PALAWAN

WHEREAS, the implementation of the Strategic Environmental Plan. For Palawan has already commenced with the Department of Environment & Natural Resources as having one of the most critical role in its implementation through its Provincial Environmental & Natural Resources Officer (PENRO).

WHEREAS, the Council has been informed of the assignment of a new PENRO for the province replacing Atty. Mariano Villanueva;

WHEREAS, the retention of Atty. Villanueva as PENRO for Palawan had been requested by the Governor of the province and its League of Municipalities citing their trust and confidence in his capability to efficiently deliver the services expected of him, his credibility and proven integrity and commitment to the service, and their recognition of his excellent contributions in the area of land titling and in the management and implementation of foreign-assisted projects in the province;

WHEREAS, Atty.Villanueva had lend his expertise and experience, participated and contributed in the planing and design of the Palawan IAD Project for both its two phases and the inception of the SEP;

WHEREAS, one of the most pressing problems confronting the implementation of the SEP is in land management and distribution, as area where Atty. Villanueva possesses the competence and expertise, he being a lawyer, and extensive experience to effectively address such problems;

WHEREAS, having devoted and spent his time and service in government in Palawan, Atty. Villanueva has been exposed and is thoroughly familiar with the conditions in the area and, therefore, could greatly contribute to the formulation and implementation of programs appropriate to the province;

NOW THEREFORE, the Palawan Council for Sustainable Development hereby resolves to request the Department of Environment and Natural Resources to retain the services of Atty. Mariano Villanueva as PENRO for Palawan for at least this current year.
