RESOLUTION APPROVING THE SIX-YEAR PROGRAM ON THE IMPLEMENTATION OF THE STRATEGIC ENVIRONMENTAL PLAN (1993 TO 1998)

WHEREAS, R.A. 7611 otherwise known as the strategic Environmental Plan (SEP) for Palawan Act, took effect on June 19, 1992 and Section 16 of said Act provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council For Sustainable Development (PCSD).

WHEREAS, Section 6 of R.A. 7611 also provides that the SEP shall serve as framework to guide the government agencies concerned in the formulation and implementation of plans, program and projects affecting the environment and natural resources of Palawan;

WHEREAS, the same section requires that all local government in Palawan and the concerned national and regional government agencies operating therein shall coordinate and align their projects and the corresponding budgets with the projects, programs and policies of the SEP, as administered and implemented by the aforementioned administrative machinery, the PCSD;

WHEREAS, the PCSDS formulated a six-year program entitled “Implementation of the Strategic Environmental Plan (1993-1998)” with the Strategic Environmental Plan being referred to in R.A 7611 as the framework plan;

WHEREAS, the six-year program will become the basis to which all plans, programs and projects for the period will be aligned thereby providing direction to all local government in Palawan and the concerned national and regional agencies operating therein as well as non-government organization and private entities;

NOW, THEREFORE, the Palawan Council For Sustainable Development resolves to approve the six-year program with an estimated cost of P2.98 billion;

RESOLVED FURTHER, that the succeeding annual operations and budget will be subject to the final review by the Council.
