INFORMING THE DELEGATION OF THE EUROPEAN COMMUNITIES THAT THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT HAD ALREADY BEEN CONSTITUTED AND THE OFFICERS THEREOF ELECTED.

WHEREAS, Republic Act No.7611, otherwise known as the “Strategic Environmental Plan (SEP) for Palawan Act” was approved on June 19, 1992

WHEREAS, Section 16 of said Republic Act provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council For Sustainable Development (PCSD) hereinafter referred to as the Council which shall be under the Office of the President;

WHEREAS, the same Section provides that the Council shall elect, from among its Members, a Chairman and a Vice-Chairman;

WHEREAS, it is acknowledged that the Delegation of the European economic Communities (EEC) provided the technical and financial assistance to the Palawan IAD Project Office now Palawan Council For Sustainable Development Staff (PCSDS) in the latter’s efforts to formulate and draft the Strategic Environmental Plan for Palawan culminating into the enactment of Republic Act No.7611.

WHEREAS, it is also recognized that the attainment of the ultimate goal of the Council which is the sustainable development of Palawan depends, to a large extent, on the continuous support of the EEC;

NOW THERFORE, BE IT RESOLVED as it is hereby resolved that the Delegation of the Commission of the European Communities through Mr. Alistair Macdonald Counselor be informed that the Palawan Council For Sustainable Development (PCSD) had already been constituted in its organization meeting on August 15, 1992 at Puerto Princesa City with the following as Members, in accordance with Republic Act No. 7611;

Hon. Alfredo E. Abueg, Jr. – Representative, Second District, Palawan
Hon. Salvador P. Socrates – Governor, Palawan
Hon. Carlos A. Fernandez – Undersecretary, Dept. of Agriculture
Hon. Antonio G. Principe – Undersecretary, Dept. of Environment and Natural Resources
Hon. Aniceto M. Sobrepeña – Dep. Director-General National Economic Development Authority
Hon. Edward S. Hagedorn – Mayor, Puerto Princesa City
Hon. Wenceslao de las Alas – President, Mayor’s League, Palawan
Hon. Rodolfo Flordeliza – President, Liga ng Mga Barangay, Palawan
Hon. Roland F. Rodriguez – Executive Director Palawan Council For Sustainable Development Staff

and that the Council had elected from among its Members the honorable Salvador P. Socrates, Governor of Palawan, as Chairman of the Council and the Honorable David A. Ponce de Leon Representative of the First District of the name Province, as Vice-Chairman;

RESOLVED FURTHER THAT THE Council endorse to the said delegation, who had expressed in the past its intent to support the implementation of the SEP upon its legitimization, the request of the Palawan IAD PROJECT Office now PCSDS, for assistance in the implementation of the Plan;
