PCSD RESOLUTION NO. 92-09
RESOLUTION SUPPORTING HOUSE BILL NO. 3994, AN ACT REGULATING THE SALE, PURCHASE, POSSESSION, TRANSFER AND/OR USE OF CHAINSAW, PENALIZING VIOLATIONS THEREOF AND FOR OTHER PURPOSES
WHEREAS, Section 2 of Republic Act No. 7611, otherwise known as the “Strategic Environmental Plan (SEP) for Palawan Act” declared that it is a policy of the state to protect, develop and conserve its natural resources;
WHEREAS, the SEP shall adopt the Environmental Critical Areas Network (ECAN) as its main strategy to ensure, among others, forest conservation and protection through the imposition of a total logging ban in all areas of maximum protection and in such other restricted use zones as the Palawan Council for Sustainable Development (PCSD) may provide;
WHEREAS, in the first regular session of the House of Representatives, the Hon. David A. Ponce de Leon and the Hon. Alfredo E. Abueg, Jr. introduced House Bill No. 3994 an Act regulating the sale, purchase, possession, transfer and/or use of chainsaw, penalizing violations thereof and for other purposes, herein attached as “Annex 1”;
WHEREAS, Section 19, (9) R.A 7611, mandates the PCSD to enforce the provisions of this Act and other existing laws, rules and regulations similar to or implementation with this act;
NOW THEREFORE, BE IT RESOLVED as it is hereby resolved that the Council declares its full support tot he enactment of the said House bill and its eventual implementation in the Province of Palawan;
RESOLVED FURTHER, that the PCSD hereby recommends to the Department of Environment and Natural Resources (DENR) the immediate issuance of an Administrative Order effecting the provisions of said House Bill for promulgation specifically for the Province of Palawan while waiting for the Bill to be passed into law.
