PCSD RESOLUTION NO. 16-575

“APPROVING SEVENTY-FIVE ADDITIONAL (75) POSITIONS TO THE EXISTING STAFFING PATTERN OF THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT STAFF”

 

WHEREAS,Republic Act No. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on  June 19,1992, section 6 of which provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

 

WHEREAS, Section 2 thereof declares the policy of the State to protect, develop and conserve its natural resources towards which, it shall assist and support the implementation of plans, programs and projects formulated to preserve and enhance the environment, and at the same time pursue the socioeconomic development goals of the country; that it shall support and promote the sustainable development goals for the provinces through proper conservation, utilization and development of natural resources to provide optimum yields on a continuing basis;

 

WHEREAS, the Palawan Council for Sustainable Development (PCSD) is the policy makingagency mandated to exercise the governance, implementation and policy direction of the

Strategic Environmental Plan for Palawan Act;

 

WHEREAS, Section 19, paragraph 7 of the same law provides that the Council has the power and function to establish policies and guidelines for employment on the basis, of merit, technical competence and moral character and prescribe a compensation and staffing pattern;

 

 

 

WHEREAS,the PCSD is also explicitly vested with additionalfunctions for the implementation of Republic Act No. 9147 otherwise known as the Wildlife Resources Conservation and Protection Act, Republic Act No. 9175 or the ChainsawAct of 2002 and Republic Act No. 9072, or the Caves and Cave Resources Management and Protection Act;

 

WHEREAS,the Palawan Council for Sustainable Development Staff (PCSDS) as the professional support staff of the PCSD started its rationalization efforts since its creation under Republic Act No. 7611 or the Strategic Environmental Plan (SEP) for Palawan in 1992;

 

WHEREAS,the PCSDS RationalizationPlan was approved by the Department of Budget and Management (DBM) and implementedin 2006;

 

WHEREAS, with the current mandates, new directions and challenges topursue sustainable development in the province of Palawan, PCSD is presently confrontedwith technical manpower resource constraints to expeditiously deal with its increasingworkload, and strengthen its capacity to manage problems and issues on environmentalprotection and development;

 

WHEREAS, reinforcing the workforce is crucial for the agency to addresscurrent and emerging challenges and to extensively fulfill its mandates;

 

WHEREAS, the PCSDS undertook an assessment study to identify and propose for the creation of additional plantilla positions to fill the gap in the workforce and for PCSDS to effectively deliver its mandates, programs, projects and activities;

 

WHEREAS, the study covered the manpower assessment of eightDivisions consisting of the ECAN Zones Management Division (EZMED), ECAN Monitoring and Evaluation Division(EMED), ECAN Policy Research and Planning Division (EPRPD), ECAN Environmental Education Division (EEED), District Management Office (DMO) North, District ManagementOffice (DMO) South, District Management Office (DMO) Calamian, and Finance and Administrative Division (FAD) being supervised by the Office of the Executive Director (OED);

 

WHEREFORE, in consideration of the foregoing premises and on motion duly seconded, the Council resolves to approve, as it is herebyAPPROVEDanadditionalseventy-five (75) positions to the existing staffing pattern of the Palawan Council for Sustainable Development Staff;

 

RESOLVED FINALLY, that copy of this resolution be furnished the concerned agencies and parties for information and guidance;

 

ADOPTED AND APPROVED this 20^th day of December 2016 in Puerto Princesa City, Palawan.
