“ADOPTING THE PALAWAN SUSTAINABLE DEVELOPMENT AGENDA, AND THE CORRESPONDING PALAWAN SUSTAINABLE DEVELOPMENT STRATEGY AND ACTION PLAN (PSDSAP) AND PALAWAN RESEARCH AND SUSTAINABLE DEVELOPMENT AGENDA (PRSDA), PURSUANT TO R.A. NO. 7611 AND CONSISTENT TO THE UNITED NATIONS AGENDA 2030 (NEW SUSTAINABLE DEVELOPMENT GOALS), TO SERVE AS “BLUEPRINT” FOR PALAWAN GREEN ECONOMY AND BASIS FOR IDENTIFYING RESEARCH AND SUSTAINABLE DEVELOPMENT THRUSTS AND PRIORITIES IN PALAWAN AND PUERTO PRINCESA CITY“
WHEREAS, Palawan is recognized as the Philippines’ last ecological frontier and a declared biosphere reserve of UNESCO under its Man and the Biosphere Programme where efforts on conservation and inclusive development must be vigorously pursued;
WHEREAS, the PCSD as explicitly stipulated under R.A. No. 7611 is to lead the policy direction, implementation, governance, study, and promotion of sustainable development in Palawan, with the Environmentally Critical Areas Network as the SEP’s main strategy and with the implementation of complementary programs of environmental research, education, advocacy, and community outreach and environmental monitoring and evaluation;
WHEREAS, in consonance with the UN’s New Sustainable Development Goals (SDGs) or UN Agenda 2030, the Palawan Council for Sustainable Development Staff (PCSDS), the professional support staff of the Council, led a series of multi-stakeholder consultations in 2014 to
determine and identify the applicable core themes for the formulation of the Palawan Sustainable Development Goals and Agenda, and the corresponding Strategy and Action Plan (PSDSAP), which will serve as “blueprint” for Palawan and Puerto Princesa City’s green economy;
WHEREAS, the partner-institutions of the Palawan Knowledge Platform for Biodiversity and Sustainable Development (PKP), during the 2nd Palawan Research Symposium in 2015 identified, crafted, and enhanced the Palawan Research and Sustainable Development Agenda to further align with the New UN Sustainable Development Goals;
WHEREAS, to support the attainment of sustainable development in Palawan and Puerto Princesa City, it is imperative that the Palawan Sustainable Development Agenda, PSDSAP, and the Research and SD Agenda be adopted as the “blueprint” for the green economy and basis for identifying the research and sustainable development thrusts and priorities in the Province of Palawan and the City of Puerto Princesa;
WHEREAS, such an economy and basis for identifying the research and sustainable development thrusts and priorities in the Province of Palawan and the City of PuertoPrincesa, Non-government agencies (NGAs), local government units (LGUs), and civil society organizations (CSOs) to bolster their cooperation and participation in reducing various forms of inequality, promoting equitable economic growth, and protecting the natural resource base of Palawan and Puerto Princesa, to ultimately achieve sustainable development in the province and in the city;
NOW THEREFORE, the Council RESOLVES AS IT IS HEREBY RESOLVED, to approve and adopt, as it is hereby approved and adopted the Palawan Sustainable Development Agenda, and the corresponding Palawan Sustainable Development Strategy and Action Plan (PSDSAP) and the Palawan Research and Sustainable Development Agenda (PRSDA), pursuant to R.A. 7611 and consistent with the United Nations New Sustainable Development Goals (Agenda 2030), to serve as blueprint for Palawan Green Economy and basis for identifying research and sustainable development thrusts and priorities in Palawan and Puerto Princesa City;
RESOLVED FURTHER, that the concerned entities, CSOs, LGUs, and NGAs be provided with these documents as bases and guide for their short, medium and long term planning for Palawan and Puerto Princesa City from 2016-2030, pursuant to the goals and objectives of the Strategic Environmental Plan (SEP) for Palawan Act and in response to the United Nations New Sustainable Development Goals (UN Agenda 2030).
ADOPTED AND APPROVED this 18th day of November 2016 in Puerto Princesa City, Palawan.
