PCSD RESOLUTION NO. 16-561
“ELECTING ATTY. JANSEN I. JONTILLA, REPRESENTING THE NGO SECTOR, AS MEMBER OF THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT”
WHEREAS, Republic Act No. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 June 1992 section 6 of which provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;
WHEREAS, Section 16 of the same law provides that the governance, implementation and policy direction of the SEP for Palawan Act shall be exercised by the Palawan Council for Sustainable Development (PCSD);
WHEREAS, the above-cited section of the law named the members of the PCSD, hereinafter referred to as the Council, including such other members from the public or private sectors as the majority of the Council may deem necessary;”
WHEREAS, Section 18, paragraph 2 of the Amended Rules and Regulations Implementing the SEP for Palawan Act (IRR) of RA 7611 duly approved on May 25, 1993, as amended, other members of the Council shall be composed of the following, to wit:

Commanding General of the Western Command-AFP;
- A member of the SangguniangPanlalawigan so designated by the Sanggunian;
- A representative from Non-Government Organizations with environment as its main concern;
- A representative from the business sector;

WHEREAS, also provided under the amended IRRis that the representatives from NGO and private sectors shall possess the qualifications cited in Section 19 of the said Rules and shall be elected from among the nominees submitted by recognized NGO’s and private organizations;
WHEREAS, Section 19 above-cited further provides that representatives of the business sector and the non-government organization shall be members not in their personal capacity but as head on the organization they respectively represent. They shall possess the following qualifications:
- Must be a resident of Palawan for at least one year prior to assuming office;
- Must be of good moral character; and
- Must have established a good track record for public service and environmental concerns.
WHEREAS, through the Palawan NGO Network, Inc. in a letter dated October 24, 2016, the different Non-Governmental Organizations in Palawan nominated the following individuals to represent the Civil Society in the Council:
- Jansen I. Jontilla from ELAC
- Sister Zenia Mae Juanitas from AMP
- Loreto L. Cagatulla from PNNI
WHEREAS, in today’s regular meeting, the Council unanimously voted for the appointment of Atty. Jansen I. Jontilla from ELAC as member of the PCSD;
WHEREFORE, in consideration of the foregoing premises and on motion duly seconded, the Council resolves to elect ATTY. JANSEN I. JONTILLA, as he is hereby ELECTED, as member of the Palawan Council for Sustainable Development (PCSD) representing the NGO;
RESOLVED FINALLY, that copy of this resolution be furnished the concerned agencies and parties for information and guidance;
ADOPTED AND APPROVED this 28th day of October 2016 in Puerto Princesa City, Philippines.
