PCSD RESOLUTION NO. 16-546

“APPROVING THE TEN-YEAR PROVINCIAL ECOLOGICAL SOLID WASTE MANAGEMENT PLAN 2014-2024 OF THE PROVINCIAL GOVERNMENT OF PALAWAN”

WHEREAS, on June 19, 1992, Republic Act No. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act was enacted, declaring the policy to protect, develop and conserve its natural resources. It shall support and promote the sustainable development goals for the province through proper conservation, utilization and development of natural resources to provide optimum yields on a continuing basis;

WHEREAS, Section 6 of the same law provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation and implementation of plans, programs and projects affecting the environment and natural resources of Palawan; all local governments in Palawan and the concerned national and regional government agencies operating therein shall coordinate and align their projects and the corresponding budgets with the project, programs and policies of the SEP;

WHEREAS, Section 10 of the Republic Act No. 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 provides that a Provincial Solid Waste Management Board shall be established in every province and that in the Province of Palawan,

the Board shall be chaired by the chairman of the Palawan Council for Sustainable Development, pursuant to Republic Act No. 7611;

WHEREAS, Section 11 of RA 9003 further provides that it is the function and responsibility of the Provincial Solid Waste Management Board to develop a provincial solid waste management plan from the submitted solid waste management plans of the respective city and municipal solid waste management boards. Further, the Provincial Plan shall reflect the general program of action and initiative of the provincial government in implementing a solid waste management program and initiatives of the provincial government in implementing a solid waste management program that would support the various initiatives of its component cities and municipalities;

WHEREAS, the Provincial Government of Palawan is adopting its new Ten-Year Provincial Ecological Solid Waste Management Plan, covering the years 2014-2024, in compliance with Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, Provincial Ordinance No 1441or the Palawan Integrated Ecological Solid Waste Management Ordinance of 2014 and the Palawan Environmental Code;

WHEREAS, in a presentation made by Provincial Government of Palawan-ENRO, Willy Ortegathe abovementioned Ten-Year Provincial Ecological Solid Waste Management Planshallserve as the framework for further improvement and development if not the construction of a new solid waste/recycling facilities in thedifferent Municipal Governments of Palawan which involves collection, processing and disposal of waste materials;

WHEREAS, the Ten-Year Provincial Ecological Solid Waste Management Plan is expected to yield the following benefits:

• Ensure compliance of the Municipal Governments in the province to upgrade their

current disposal system facilities in the next five years;

• Waste reduction by at least 60% and increased recycling rate;
• Improved cost-effectiveness of the LGU’s solid waste management and increased

efficiency by maximizing stakeholder’s participation down to the household level; and

• Enhanced residents satisfaction with the appropriate and effective ecological solidwaste management plan

WHEREAS, in order to consolidate all Municipal Solid Waste Management Plans (MSWMP) of all the Municipalities within the Province of Palawan, in reference to their compliance asmandated under Republic Act 9003, there is a need for the adoption and approval of a framework that will facilitate the Solid Waste Management in the Province of Palawan;

WHEREAS, Section 16 of RA 9003 states that in the Province of Palawan, the local government solid waste management plan shall be approved by the Palawan Council for Sustainable Development, pursuant to R.A. No. 7611;

WHEREFORE, in consideration of the foregoing premises and after exhaustive deliberation and discussion on the subject planand on motion duly seconded, the Council resolves as it is hereby RESOLVED, approving the “Ten-Year Provincial Ecological Solid Waste Management Plan 2014-2024 of the Provincial Government of Palawan”;

RESOLVED FINALLY, that copies of this Resolution be furnished the agencies and parties concerned for their information, guidance and reference.
