PCSD RESOLUTION NO. 15-536
“SUPPORTING SENATE BILL NUMBER 2938 “AN ACT DECLARING PAG-ASA ISLAND CLUSTER IN THE MUNICIPALITY OF KALAYAAN; PROVINCE OF PALAWAN AS AN ECOTOURISM DESTINATION AND PROTECTED AREA, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES”
WHEREAS, pursuant to Republic Act No. 7611, otherwise known as the “Strategic Environmental Plan (SEP) for Palawan”, which took effect on June 19, 1992, the SEP has been the framework of the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;
WHEREAS,Section 16 thereof provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD);
WHEREAS, during the October 29, 2015 PCSD meeting, Mayor Eugenio B. Bito-onon, Jr. of the municipality of Kalayaan, presented before the Council the reclamation activities of China in the region;
WHEREAS,Mayor Bito-onon, opined that if the Philippines and Palawan is concerned of what has been left in theKalayaan Island Group(KIG) Zone, certain features must be developed, occupied and secured;
WHEREAS, Mayor Bito-onon, has been campaigning for support and assistance in identifying opportunities in the Municipality of Kalayaan that has been zoned for peace-ecotourism and marine farming;
WHEREAS, in his presentation, Mayor Bito-onon asked for the PCSD to support Senate Bill No. 2938, an act declaringPag-asa island cluster in the Municipality of Kalayaan, Province of Palawan as an ecotourism destination and protected area;
WHEREAS,in today’s meeting, the Council agreed on supporting the said bill, provided, that the Palawan Council for Sustainable Development be included in the Pag-asa Island Ecotourism Cluster Governing Board (Section 3);
NOW THEREFORE, premises considered,BE IT RESOLVEDas it is hereby RESOLVEDsupporting Senate Bill No. 2938 “An Act Declaring Pag-Asa Island Cluster in the Municipality ofKalayaan; Province Of Palawan as an Ecotourism Destination And Protected Area, Providing Funds Therefor, and for Other Purposes”.
RESOLVED FURTHER, thatthe PCSDS coordinates with the Department of Foreign Affairs to ensure that the Philippine position in the Arbitral Tribunal is not jeopardized;
RESOLVED FINALLY, that copy of this resolution be furnished the Mayor of Kalayaan, DFA and the Philippine Senate for information and guidance.
