PCSD RESOLUTION NO. 15-525
“INCREASING THE ALLOWANCES OF THE MEMBERS OF THE PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT TO PHP5,000.00 FOR YEAR 2015 AND INCREASING FURTHER TO PHP10,000.00 FOR YEAR 2016 ONWARDS”
WHEREAS, Republic Act No. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 June 1992 section 6 of which provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;
WHEREAS, Section 16 of the same law provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD), the composition of which is likewise provided therein;
WHEREAS, Section 18 of the R.A. 7611 provides that members of the council shall be entitled to per diems and allowancesin the amount of Five hundred Pesos (Php500.00) for every meeting in accordance with existing laws in the performance of their duties and in carrying out of the business of the Council;
WHEREAS, the Council finds it beneficial and justifiable that the per diems for the Council members for the year 2015 be increased to Five Thousand Pesos (Php5,000.00)considering the enhanced roles and responsibilities of the present members and to provide a reasonable allowances for the members who devote so much time and efforts to perform their duties;
WHEREAS, the responsibilities of the Council members will further increase in the coming years as various projects and latest developments are expected to grow or spring up throughout the province, hence, it is imperative that the Council members’ allowances be further increased from Php5,000.00 to Ten Thousand Pesos (Php10,000.00),to be effective in year 2016;
NOW THEREFORE, in consideration of the foregoing premises and on motion duly seconded,the Council RESOLVES, as it is hereby RESOLVED to INCREASE, as it is hereby INCREASEDthe allowances for the Council members from Php500.00 to Php5,000.00 for year 2015 and Php10,000.00, to be effective in year 2016;
RESOLVED FINALLY, that copy of this resolution be circulated for information and guidance.
