CREATING AN INFORMATION EDUCATION AND COMMUNICATION (IEC) SUB-COMMITTEE OF THE TRIBAL AFFAIRS COMMITTEE (TAC)

WHEREAS, pursuant to R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, which took effect on 19 June 1992, the SEP serves as the framework of government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, Section 23 of the Rules and Regulations Implementing the SEP provides that functional committees may be created to address specific concerns, thus, the Tribal Affairs Committee was created consisting of representations from various sectors and co-chaired by NCIP representative to act as coordinating arm of PCSD on matters pertaining to tribal matters and to facilitate resolution of issues concerning the IPs pursuant to SEP;

WHEREAS, during the Committee meeting on April 30, 2011, the need for information, education and communications campaign among the IPs was discussed and the NCIP representative admitted the current limitations in the manpower of the NCIP in conducting IEC among the IPs;

WHEREAS, the TAC members unanimously agreed that in order to ensure the delivery of basic information to the tribal communities, there is a need to create a sub-committee which shall be known as TAC-IEC sub-committee;

WHEREAS, said TAC-IEC sub-committee shall be responsible for giving quality information to the affected tribal communities and shall formulate reports and recommendations for information and appropriate action of the Tribal Affairs Committee;

WHEREFORE, upon motion duly seconded, the Council resolves, as it is hereby resolved, to create as it is hereby created the information education and communication (IEC) sub-committee of the Tribal Affairs Committee (TAC-IEC)”;

RESOLVED FURTHER, that the TAC shall organize such sub-committee and determine such membership and identify such activities as the Committee may deem necessary;

RESOLVED FINALLY, that copies of this Resolution be furnished to the Committee members for their information and guidance.
