PCSD RESOLUTION NO. 11-417

ADOPTING MORE STRINGENT MEASURES FOR THE PROTECTION AND PRESERVATION OF THE PALAWAN ORIOLE AND THE PALAWAN TABON BIRDS

WHEREAS, two of Palawan’s endemic birds, the Palawan Oriole (tutulyaw) and the Palawan Tabon used to have large resident populations in the mainland and even in the several islands of the province;

WHEREAS, reliable field information disclose that these birds are now rarely sighted, strongly suggesting their fast diminishing numbers;

WHEREAS, that Palawan oriole is threatened not only by the birds’ natural enemies like the crow which raid the oriole’s nest and devour its eggs but also by rampant poaching fueled by the inordinate financial of the poachers;

WHEREAS, the Palawan Tabon, which is ground bird, used to have large populations in the islands off the municipality of Roxas; however, due to unregulated collection of its eggs from the birds’ sandy nesting grounds, these ground fowl run the risk of becoming extinct;

WHEREAS, there is an urgent need for adopting more stringent measures to make sure the Palawan Oriole and the Palawan Tabon do not become extinct;

NOW THEREFORE, upon motion of Hon. David A. Ponce de Leon and Hon. Alfredo E. Abueg, Jr., BE IT RESOLVED as it hereby RESOLVES;

1. To declare the very urgent need for the protection and preservation of the Palawan oriole and the Palawan Tabon;
2. To urge the various law enforcement agencies of government, particularly the police and maritime authorities, the Department of Environment and Natural Resources (DENR), the Protected Are Management Board (PAMB) and the District Management Offices of PCSD to work closely and coordinate their efforts in the enforcement of laws, rules and regulations for the protection and preservation of the Palawan oriole and the Palawan Tabon birds;
3. To direct the PCSD staff to organize an ad hoc technical study group which will conduct an in-depth assessment survey of the populations of the said birds, the study of its present habitats and to recommend specific ways for their protection and preservation.

, to furnish copies of this Resolution to the above-mentioned offices for their information and appropriate action.
