A RESOLUTION COMMENDING COMMODORE RUPERTO RICO C BORROMEO AFP FOR HIS VALUABLE SUPPORT AND SERVICES AS MEMBER OF THE PCSD FROM DECEMBER 2007 TO DECEMBER 2008

WHEREAS, Republic Act 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act, was passed into law on June 19, 1992 and has, since, been the framework of government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, Section 18 of the implementing rules of the said Act provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council For Sustainable Development (PCSD) whose composition include, among others, the Commanding General of the Western Command;

WHEREAS, COMMODORE RUPERTO RICO C BORROMEO AFP, as Commander of Western Command, took his seat as member of this Council on December 14 2007;

WHEREAS, pursuant to AFP his retirement from the Armed Forces of the Philippines, COMMODORE RUPERTO RICO C BORROMEO AFP has been replaced as Commander of Western Command by COMMODORE RAMON P ESPERA JR AFP who has already taken his oath before this Council as the new member to represent the military sector;

WHEREAS, the Council recognizes and appreciates the commitment of COMMODORE RUPERTO RICO C BORROMEO AFP in contributing to Palawan’s sustainable development with his vibrant and unwaivering support throughout the duration of his term as Commander of Western Command and as an active member of this Council;

WHEREFOR, upon motion of Congressman Abraham Kahlil Mitra, unanimously seconded, the Council RESOLVES, as it is hereby RESOLVED, to COMMEND COMMODORE RUPERTO RICO C BORROMEO AFP, as hereby he is COMMENDED, for exhibiting his good leadership, cooperation, valuable support and services as Member of this Council from December 2007 to November 2008;

RESOLVED FINALLY, that a copy of this Resolution be furnished COMMODORE RUPERTO RICO C BORROMEO AFP.
