“A RESOLUTION ENDORSING THE IMMEDIATE APPROVAL OF THE PROPOSED HOUSE BILL AUTHORED BY CONGRESSMAN EDCEL C. LAGMAN ENTITLED ‘AN ACT ESTABLISHING AN ‘ADOPT-A-WILDLIFE SPECIES PROGRAM’ PROVIDING INCENTIVES THEREFOR AND FOR OTHER PURPOSES”

WHEREAS, Section 6 of R.A. 7611 or the Strategic Environmental Plan (SEP) for Palawan Act, provides that the SEP shall serve as the framework to guide the national and local government agencies in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, Section 16 of the said Act provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD); WHEREAS, Section 4 of R.A. 9147 provides that in the Province of Palawan, jurisdiction as to the implementation of the law is vested with the Palawan Council for Sustainable Development pursuant to R.A. No. 7611.

WHEREAS, Congressman Edcel C. Lagman. filed at the House of Representatives a House Bill entitled “An Act Establishing an “Adopt-A-Wildlife Species Program” Providing Incentives Therefor and for Other Purposes”;

WHEREAS, considering the policy of the State to conserve the country’s wildlife resources and their habitats for sustainability, the Council recognizes the potential of this proposed House Bill as a means to regulate the collection and trade of wildlife so as to promote protection particularly of threatened species and their habitats as well as to prevent species extinction;

WHEREAS, the program enunciated in the proposed House Bill strengthens the government’s efforts to conserve and protect biological diversity and promote ecologically sustainable development;

WHEREAS, the proposed House Bill further promotes conservation of threatened species and their habitats by tapping the active participation of the private sector and all other sectors of society;

WHEREFORE, for and in consideration of the foregoing and on motion duly seconded, be it RESOLVED as it is hereby RESOLVED to endorse, as it is hereby endorsed, the immediate approval of the proposed House Bill entitled “An Act Establishing an ‘Adopt-A-Wildlife Species Program’ Providing Incentives Therefor and for Other Purposes”.

RESOLVED FINALLY, that copy of this Resolution be furnished Hon. Edcel C. Lagman, Hon. Antonio C. Alvarez and Hon. Abraham Kahlil B. Mitra, representatives of the 1st and 2nd Districts of Palawan, respectively and the Secretary of the House of Representatives for their information.
