PCSD RESOLUTION NO. 95-91
A RESOLUTION URGING THE HONORABLE MEMBERS OF THE SANGGUNIANG PANLALAWIGAN OF PALAWAN TO PASS AN ORDINANCE PROHIBITING OR REGULATING POSSESSION OF CYANIDE IN THE PROVINCE OF PALAWAN
WHEREAS, on June 19, 1995, R.A. 7611, otherwise known as the “Strategic Environmental Plan (SEP) for Palawan Act” was passed and signed into law by then Pres. Corazon C. Aquino;
WHEREAS, the Act declared the policy of the State to protect, develop and conserve its natural resources;
WHEREAS, Section 16 of R.A. 7611 provided for the creation of the Palawan Council for Sustainable Development (PCSD) to exercise the governance, implementation and policy direction of SEP ;
WHEREAS. the PCSD on its 41st meeting held on December 01, 1995 at the Conference Room of the Office of the Secretary of the Department of Environment and Natural Resources (DENR), Quezon City, the issue of environmental destruction particularly of the marine resources of Palawan was discussed by the Counci1;
WHEREAS, cyanide is the primary and direct cause of the massive destruction of the marine resources in Palawan;
WHEREAS, there is no industry, mining or other legitimate business in Palawan which justify use of cyanide or possession thereof; and
WHEREAS, by virtue of the provisions of R.A. 7160, otherwise known as the Loca] Government Units can pass appropriate ordinance to protect its natural resources.
NOW THEREFORE, on motion by Atty. Nesario G. Awat, the designated representative of Fr. Armando Limsa, a member of the Council and duly seconded by Congressman Vicente Sandoval.
BE IT RESOLVED, as it is hereby RESOLVED that the Sangguniang Panlala-wigan of the Province of Palawan pass an ordinance prohibiting or regulating possession of cyanide in the Province of Palawan.
RESOLVED FURTHER, that the copies of this Resolution be sent to the office of the Sangguniang Panlalawigan of the Province of Palawan for their appropriate action.
