PCSD RESOLUTION NO. 95-88
A RESOLUTION RE-ITERATING TO NATIONAL POWER CORPORATION (NPC) THE COMMITEMENT OF PALAWAN COUNCIL FOR SUSTAINABLE DEVELOPMENT (PCSD) TO THE DIFFEERENTIAL, PRICE STRATEGY ON CONDITION THAT NPC WILL EXPEDITE THE IMPLEMENTATION OF THE PALAWAN BACKBONE TRANSMISSION PROJECT; TO CITY TO NARRA AND TO PROCURE THE ADDITIONAL TRANSMISSION LINE MATERIALS REQUIRED, AS A CONSEQUENCE OF RE REROUTING TO COMPLETE THE PROJECT
WHEREAS, the Palawan Council For Sustainable Development (PCSD) in its 15th meeting held on July 9, 1993 passed resolution No. 93-29 endorsing and recommending for approval and implementation by the NPC, the Palawan Backbone Transmission Project (PBTPT) inclusive of the condition imposed for the incremental power rate increase as a result of the project;
WHEREAS, the Palawan Electric Cooperative, in the meeting of its general ASSEMBLY ON 23 September 1995 has declared its opposition to the price escalation of electric power rate;;
WHEREAS, President Guido Alfredo A. Delgado of the NPC in his letter to PCSD dated October 12, 1995, sought for the reinforcement to PCSD’s Resolution No. 93-29, with a corresponding resolution form the Sangguniang Panglalawigan ng Palawan endorsing the implementation of the said PBTP;
WHEREAS, PCSD is considered the highest authoritative body to act on the problem owing to its composition, which includes the Vice-Governor, President of the Mayor’s League, ABC President, the Mayor of Puerto Princesa City and the two Congressman of the 1st and 2nd District of Palawan;
WHEREAS, , the PCSD envisioned the projected long term beneficial effects of PBTP on the development of the Province and the differential price strategy may be met from other local sources, including shares from the oil revenues;
NOW THEREFORE, by unanimous motion of the members present, RESOLVED, as it is hereby RESOVED, to re-iterate to NPC, that the Council uphold its commitment to the differential price strategy, on condition that NPC will expidite the implementation of PBTP but prioritizing the lines section form Puerto Princesa City towards Narra rather than the scheduled bidding for the erection of the section from Puerto Princesa to Roxas, to give lead time in the solution of the protest against erecting towers in the build-up areas of Puerto Princesa and Roxas;
FURTHERMORE, a condition for NPC to complete the project by acquiring the necessary additional transmission line materials, as a consequence of the re-routine, utilizing portion of the remaining Spanish funds.
RESOLVED, further, to furnish copies to NC, the NEDA, Office of the President, Sangguniang Panlalawigan, and the City Council.
