A RESOLUTION DECLARING THE TWENTY HECTARE MANGROVE AREA SITUATED IN BARANGAY ISUGOD, MUNICIPALITY OF QUEZON, PALAWAN AS A SPECIAL MANAGEMENT ZONE FOR MANGROVE REFORESTATION

WHEREAS, it is a declared policy of the State to protect, develop and conserve its natural resources to promote sustainable development;

WHEREAS, Republic Act 7611 adopted the Strategic Environmental Plan (SEP) for Palawan which in turn provides a comprehensive framework that guides national as well as local agencies in the formulation of plans, programs and projects affecting the environment and the natural resources of Palawan.

WHEREAS, such comprehensive framework for the sustainable development of Palawan is being implemented for the protection and enhancement of the natural resources and endangered environment of the province;

WHEREAS, Section 16 of Republic Act 7611 provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development;

WHEREAS, Paragraph 1 of Section 19 of Republic Act 7611 provides that the Council has the power to formulate plans and policies as may be necessary to carry out the provisions of the SEP law, one such provision is the protection and enhancement of endangered environment of the province;

WHEREAS, based on the study conducted by the Palawan Council for Sustainable Development Staff in Isugod, Palawan, it was found out that there was a decrease in the density of mangroves (number of trees per hectare) from 2934.25 in the year 2001 to 2208.75 in the year 2005. Moreover, there was also a decrease in the total tree basal area of mangroves (m /ha) from 348.58443 in the year 2001 to 259.40193 in the year 2005 and the stand basal area from 7,021.3958 m2/ha in 2001 to 2,544.2325 m2/ha in 2005;

WHEREAS, the study conducted firmly proves that the decrease of the figures was not caused by natural causes but because of extensive mangrove utilization within the area;

WHEREAS, to prevent the irreparable impact it may cause to the environment and to minimize if not to totally arrest illegal utilization of the mangrove forest, a conservation effort must be established in the area;

WHEREFORE, on motion duly seconded, the Council RESOLVES, as it is hereby RESOLVED to declare the mangrove area of Barangay Isugod, Municipality of Quezon, Palawan with the following technical description as a special management zone for mangrove reforestation:

RESOLVED FURTHER, that a copy of this Resolution be furnished the Office of the Municipal Mayor of Quezon, Palawan, the Municipal Planning and Development Office, the Municipal Environment and Natural Resources Office, the DENR Provincial Environment and Natural Resources Office, the Office of the Vice Governor, the Office of the Sangguniang Panialawigan and other concerned agencies for their information and guidance.
