RESOLUTION SUPPORTING THE RETENTION OF 20% PREMIUM IN THE SALARIES OF PTFPP CONTRACTUAL STAFF
WHEREAS, the Palawan Tropical Forestry Protection Programme (PTFPP) is a special project of the Palawan Council for Sustainable Development (PCSD), with financial assistance from the European Union, for the purpose of assisting in the preservation of Palawan forest through an area-based project emphasizing a community-based sustainable and development strategy, within the framework of the SEP under RA 7611 and the NIPAS under RA 7586;
WHEREAS, the Financing Memorandum between the European Union and the Government of the Philippines provides for the formulation of the procedures for programme implementation, one of these procedures is Standard Personnel and Administration Manual for EU-Funded Projects that provides for two categories of employment in the Programme, namely: (a) contractual employment funded by grant funds (EU-funded) and (b) contractual employment funded by the Government of the Philippines’ (GOP) counterpart funds for personnel services;
WHEREAS, in the case of EU-funded contractual employment, the approving /appointing authority are the Co-Directors and the hiring is based on plantilla positions submitted to and approved by the European Union as recommended by the PCSDS and in the case of GOP-funded contractual employment, the appointment is based on the plantilla approved by the Department of Budget and Management (DBM).
WHEREAS, on December 29, 1999 the Civil Service Commission (CSC) and the DBM issued Joint Circular No. 99-7 removing the 20% premium in the salaries and wages of GOP contractual personnel for year 2000, which was adopted by the European Union in the payment of salaries of EU-funded contractual personnel;
WHEREAS, it is the position of the PTFPP contractual staff, supported by the PCSD Staff, that PTFPP EU-funded contractual personnel are not covered by Joint Cricular No. 99-7 in view of the express provision categorically exempting from the coverage of the Circular “those whose positions are not classified / approved by the Department of Budget and Management and the Civil service Commission’;
WHEREAS, on motion duly seconded, the Council RESOLVES, as it is hereby RESOLVED, to support the position of the PFTPP contractual staff for the retention of the 20% premium in their salaries effective January 2000.
RESOLVED FINALLY, that copies of this resolution be furnished to the Head of Delegation of the European Union in Manila, the PTFPP Co-Directors and the PTFPP contractual staff for their information and guidance.
