RESOLUTION REQUESTING HIS EXCELLENCY PRESIDENT JOSEPH EJERCITO ESTRADA TO AMEND PRESIDENTIAL PROCLAMATION NO. 2174, CONVERTING THE PROVINCIAL AGRICULTURE CENTER INTO A CENTER FOR SUSTAINABLE DEVELOPMENT AND RENAMING THE SAME AS THE RAMON V. MITRA CENTER FOR SUSTAINABLE DEVELOPMENT
WHEREAS, in October 1981, the Loan Agreement Nos. 1033/1034 PHI was signed between the Government of the Philippines and the Asian Development Bank for the implementation of the Palawan Integrated Area Development Project Phase 1 under the National Council for Integrated Area Development (NACIAD);
WHEREAS, in the same year, the Palawan Integrated Area Development Project Office (PIADPO) was created through Special Order No. 01, series of 1981 as the monitoring and coordination office of the P1ADP;
WHEREAS, on the 30th day of March 1982, Proclamation No. 2174 was signed “excluding from the operation of the Executive Order No. 67 dated October 15, 1912 which established the Iwahig Penal Colony situated in the City of Puerto Princesa, Island of Palawan, a portion of the land embraced therein and reserving the same as Provincial Agriculture site for Palawan Integrated Area Development Project (NACIAD)” containing an area of approximately FIVE MILLION (5,000,000) SQUARE METERS;
WHEREAS, in 1988 upon the recommendation of NEDA, NACIAD was
dissolved and Executive Order No. 163 transferred the coordination and monitoring of all IADP’s from the NACIAD to the RDC’s, for multi-province IADP’s; and by virtue of the aforementioned Executive Order PIADPO continued to function as the monitoring and coordination office of the PIADP under the Office of the Provincial Governor;
WHEREFORE, in June 1992, Republic Act No.7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act, was passed and Section 16 thereof provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council for Sustainable Development (PCSD) under the Office of the President;
WHEREAS, Section 20 of the said Act provides for the conversion of the Palawan Integrated Area Development Project Office, referred to as PIADPO, into the Palawan Council for Sustainable Development Staff, which shall serve as the regular professional support staff of the PCSD and shall serve as the machinery to coordinate the policy and functions, implement programs, and organize such services as may be required by the Council in the exercise of its functions;
WHEREAS, Section 20 of R.A. 7611 also provides that all the applicable powers, functions, personnel, staff complement, appropriations, records, equipment, property, funds, and other assets of the PIADPO, as well as all its obligations and liabilities, are transferred to the PCSDS and the latter continued to implement the PIADP Phase II until 1998;
WHEREAS, the Council in its 57th regular meeting adopted a resolution directing the Department of Agriculture to turn over to PCSD the Provincial Agricultural Center (PAC)inBrgy. Irawan, Puerto Princesa City pursuant to Republic Act No. 7611;
WHEREAS, at present the PAC is underutilized despite the presence of government facilities with some 20 squatter families already occupying the southeastern portion of the area;
WHEREAS, the purpose for which the PAC was established has already been accomplished and the PCSD as the successor of NACIAD recognizes the need to establish a center that will promote the principles, components and strategies of sustainable development pursuant to the SEP;
WHEREAS, the Center will serve as living laboratory to enhance technical expertise in the management of Palawan’s ecosystem through research and education;
WHEREFORE, on motion of Exec. Dir. Joselito C. Alisuag, duly seconded by Vice Chair Vicente A. Sandoval, the Council resolves, as it is hereby RESOLVED, to request His Excellency President Joseph Ejercito Estrada to amend Presidential Proclamation No. 2174, convert the Provincial Agriculture Center into a center for sustainable development and rename the same as the Ramon V. Mttra Center for Sustainable Development.
RESOLVED FINALLY, that copies of this resolution be furnished the Hon. Secretary of the Department of Agriculture and the Office of the President for their information.
