PCSD RESOLUTION NO. 94-62
RESOLUTION APPROVING THE PROPOSED PRELIMINARY MAP OF THE ENVIRONEMTALLY CRITICAL AREAS NETWORK (ECAN) OF THE MUNICIPALITY.
WHEREAS, R.A, 7611, otherwise known as the Strategic Environment Plan (SEP) for Palawan, took effect on 19 June 1992 and Section 16 of said Act provides that the governance, implementation and policy direction of the SEP shal be exercised by the Palawan Council for Sustainable Development, under the Office of the President;
WHEREAS, section 6 of R.A. 7611 also provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of Plans, program and project affecting the Environment and Natural Resources of Palawan;
WHEREAS, the proposed Range covering 137 hectares possesses near-ideal characteristics, which include: accessibility, proximity to the airbase, favorable topography (grassland with mountain ranges to the north, south and west), security, and relative distance from thickly populated areas;
WHEREAS, the council took cognizance of the long-term combat preparedness of the country with respect to the to the strategically important “western frontier”, and protecting military power to protect the country’s economic and potential interest;
WHEREAS, the proponent assurance the Council of the installation of safety and environmental measures in the proposed Gunnery and Bombing Range;
WHEREAS, His excellency, the President Fidel V. Ramos, issued Executive Order No. 167, creating among others an Inter-Agency Study committee to study the best use of the existing Iwahig Prison and Penal Prison and Penal Farm the proposed Gunnery and Bombing Range shall be located;
NOW THEREFORE, upon motion by, Cong Alfredo E. Abueg Jr., duly seconded by Exec. Dir. Arthur R. Ventura, Usec. Ricardo M. Umali, Maj. Crsipiniano G. Acosta, and Mr. Clemencio Q. Pena, all the members of the council present;
RESOLVE as it hereby resolved, that the Council endorse as it hereby endrose, the proposed Gunnery and Bombing Range within the Inagawan Sub-Colony, provided that safety and environment measures shall be undertaken by the proponent;
RESOLVED FINALLY, that the copies of this resolution be sent to the secretary of the Department of National Defense, National Economic and Development Authority (NEDA) Director General, Chairman of the Iwahig Inter-Agency Study Committee, Concerned local government units and other agencies for their information, consideration and appropriate action;
APPROVED AND ADOPTED this 30th day of September, 1994 in Quezon City.
