PCSD RESOLUTION NO. 93-14

RESOLUTION REQUESTING THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) TO ALLOW GRANTING OF PRIVATE LAND TIMBER PERMIT (PLTP) IN PALAWAN.

WHEREAS, Republic Act No. 7611 was enacted on June 19, 1992 to implement the Strategic Environmental Program (SEP) for Palawan which has as general philosophy the sustainable development of the province;

WHEREAS, the goal of SEP is to strike a balance between development and environmental protection with Environmentally Critical Areas Network (ECAN) as the main strategy;

WHEREAS, on October 21, 1992 Department Administrative Order 45 was issued by the Department of Environment and Natural Resources declaring a logging moratorium pending the identification and establishment by the Palawan Council For Sustainable Development of the Environmentally Critical Areas Network (ECAN) which is the main strategy of the said Program;

WHEREAS, in compliance with the said moratorium, government agencies, cooperative, non-governmental organizations (NGOs) as well as local residents are faced with the difficulties of meeting the timber requirements for housing and other infrastructure projects in the province;

WHEREAS, one of the sources of timber supply for the province id the granting of Private Land Timber Permits to titled properties and untitled lots with tax declaration classified and released as alienable and disposable;

WHEREAS, the issuance of PLTP’s in Palawan was suspended due to alleged abuses of grantees through cutting of trees beyond the authorized area;

WHEREAS, the issuance of PLTP’s have been operational in other province but the lofting of the suspension in Palawan was further inhibited by the enactment of republic Act No. 7611

NOW, THEREFORE, the Palawan Council For Sustainable Development hereby resolves to request the Department of Environment and Natural Resources (DENR) to grant PLTP’s on titled properties in Palawan.

RESOLVED FURTHER, that copies of this Resolution be furnished the Honorable Secretary of the Department of Environment and Natural Resources and all concerned for their consideration and appropriate action.
