PCSD RESOLUTION NO. 95-70
RESOLUTION APPROVING AND ENDORSING THE APURAUAN-KULANDANUM-BERONG-ARAMAYUAN (AKDA) ECOLOGICAL.ECONOMIC ZONAL MODELLING PROJECT PROPOSED BY THE PROVINCIAL ENRO OF THE PROVINCIAL GOVERNMENT OF PALAWAN.
WHEREAS, R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 June 1992 and Section 6 of said Act provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and project affecting the environment resources of Palawan;
WHEREAS, Section 16 of R.A 7611 provides that the governance, implementation and policy direction of the SEP shall be exercised by the Palawan Council For Sustainable Development (PCSD), under the Office of the President;
WHEREAS, Sections 7-11 of said Act provides for the establishment of an Environmentally Critical Areas Network (ECAN), the main strategy of SEP which is a graded system of protection and development control over the whole of Palawan, including its tribal lands, forests, mines agricultural areas, settlement areas, islands mangroves, coral seagrass beds and the surrounding sea;
WHEREAS, the PCSD, in its 23rd Council meeting held on 16 February 1994, adopted the guidelines in implementing the ________ prescribing among others, the allowable activities within the identified zones;
WHEREAS, the Provincial Government through its Provincial Environment and Natural Resources Office (ENRO) in its desire to contribute in the operationalization and management at the local level of the SEP and the ECAN through localized determination in resource-based development, formulated and proposed the Apurawan-Kulandanum-Barong-Aramayuan (AKBA) Eco/Economic Zonal Modelling Project, located within the municipalities of Aborlan and Quezon, Palawan;
WHEREAS, the Proposed Project has, among others, the following components; biodevirsity conservation network planning buffer zone rehabilitation/enhancement, terrestial/coastal resource management, and an ASEAN Center for eco/economic studies;
WHEREAS, the PCSD, in recognition of the potential of: (a) the Provincial ENRO as an institutional tool within Palawan that could assist the Council in Attaining the sustainable development goals and objectives of the SEP as specified by R.A. 7611, (b) the area abovecited known as AKBA , and (c) replicating the said Project in other of the Province;
NOW THEREFORE, upon motion by Atty. Teodoro Q. Peña duly seconded by all the members of the Council present, the Council;
RESOLVED, as it hereby resolve, that the proposed AKBA Eco/Economic Zonal Modelling Project proposed by the Provincial ENRO is approved and endorsed by the Council;
RESOLVED FURTHER, that the Council direct, as it hereby directs:
A. The Provincial ENRO to:
- Immediately implement the said Project and coordinate, where applicable, with the PCSD Staff and other concerned agencies, within the framework of the SEP.
- Identify and acquire additional source of funds for the Project from government and private institutions, both locally and internationally.
- Ensure the; (a) active participation of the local government units and local population in the said Project, and (b) inclusion of security of land tenure of the indigenous cultural communities (ICCS) within the Project area.
- To periodically report to the Council, the status of the said Project.
B. The PCSD Staff and concerned agencies to;
- Assist the Provincial ENRO, where required, in the implementation of the said Project.
- Provide funds, if possible, under existing government rules and rules and regulations, to the said Project.
RESOLVED FINALLY, that copies of this resolution be sent to concerned agencies, local government units, and national and international funding institutions, for the their information consideration and appropriate action;
APPROVED AND ADOPTED this 5th day of January, 1996 in Puerto Princesa City, Palawan.
