PCSD RESOLUTION NO. 07-348

“A RESOLUTION AUTHORIZING PCSDS TO CHARGE/COLLECT LABORATORY FEES FOR LABORATORY SERVICES AND ADOPTING THE ATTACHED SUGGESTED RATES “

WHEREAS, R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP) for Palawan, took effect on 19 June 1992, Section 6 of which provides that the SEP shall serve as the framework to guide the government agencies concerned in the formulation of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, in order to successfully implement the provisions of said law, section 19 provides, among others, that the Council may arrange, negotiate for, and accept donations, grants, gifts, loans, and other funding from domestic and foreign sources to carry out the activities and purposes of the SEP;

WHEREAS, Section 13 of the same law provides that “in order to monitor achievement of its goals, the SEP shall establish an Environmental Monitoring and Evaluation System (EMES) which shall ensure a systematic and reliable means of data generation for the various concerns of the SEP” and that “it shall measure changes in environmental status, identify adverse environmental trends and crisis areas, recommend solutions, assess the implementation of the SEP, and suggest measures to make the SEP more responsible to the changing needs”;

WHEREAS, Section 14 of the amended rules and regulations of SEP law provides that under the Environmental Monitoring and Evaluation System, there shall be established a laboratory for physical and chemical analyses of water and soil quality;

WHEREAS
, the PCSDS Environmental Laboratory, which is the only one in Palawan that is capable of providing laboratory services it offers, has been receiving numerous requests from various entities, government and non-government, for such services;

WHEREAS, in providing for laboratory services, reagents and other laboratory supplies are necessary but are quite expensive;

WHEREAS, PCSD’s budget does not include the amount needed for the purchase of the required laboratory supplies so as to cover laboratory services to external units or agencies;

WHEREFORE, upon motion duly seconded, the Council resolves, as it is hereby resolved, to authorize the PCSDS, as hereby it is authorized, to collect or charge laboratory fees for the services of its Environmental Laboratory;

RESOLVED FINALLY, that the attached suggested rates, which are based on the prevailing rates in various laboratories in Manila, be adopted, as hereby it is adopted.
