PCSD RESOLUTION NO. 06-270
A RESOLUTION ALLOWING ECOTOURISM ACTIVITIES IN CORE ZONES AND RESTRICTED-USE ZONES
WHEREAS, Section 6 of Republic Act 7611 otherwise known as the Strategic Environmental Plan (SEP) for Palawan Act provides that the Palawan Council for Sustainable Development (PCSD) shall exercise the governance, implementation and policy direction of the SEP;
WHEREAS, the main strategy of the SEP is the establishment of Environmentally Critical Areas network (ECAN), a graded system of protection and development control over Palawan;
WHEREAS, Section 7(8) of RA 7611 stipulates that ECAN shall ensure provision of areas for tourism and recreation;
WHEREAS, the most of the potential sites for eco-tourism activities are classified as core zones and restricted-use zones under the ECAN zoning;
WHEREAS, eco-tourism can be a tool for environmentally managing these ecologically sensitive areas through the concomitant monitoring of activities thereof;
WHEREAS, eco-tourism is believed to be compatible with environmental protection considering that its activities are generally non-consumptive and therefore do not pose environmental hazard;
WHEREFORE,eco-tourism is a growing industry in Palawan which can generate alternative sources of livelihood thereby helping in weaning the communities away from too much economic dependence and pressure on Palawan’s natural resources;
WHEREAS, in order to promote and develop eco-tourism industry in the province, eco-tourism activities may be permitted in ecologically sensitive areas subject to strict monitoring and regulation;
WHEREFORE, on motion of the Department of Tourism and duly seconded, the Council RESOLVED as it is hereby RESOLVED that eco-tourism activities be allowed in appropriate core zones and restricted-use zones duly designated by the Council as eco-tourism areas;
RESOLVED FURTHER that the eco-tourism activities shall be limited to regulated botanical tours, bird watching, picture taking, trekking, mountaineering, caving, dolphin and whale watching, swimming, scuba diving, canoeing, kayaking, boardwalking and tree climbing subject to strict restriction embodied in a code of conduct to be formulated by the PCSD with the assistance of the Department of Tourism (DOT);
RESOLVED FINALLY, that copies of this resolution be furnished to all tourism establishments, Local Government Units (LGUs) and Non-government organizations (NGOs) operating in the province to serve as guide in the implementation of eco-tourism in Palawan.
