On March 19, 2025, the Chief of the PCSD Legal Services, served as the resource speaker during a training session on the Rules of Procedure for Adjudicating Administrative Cases of Tubbataha.

The training aims to enhance the capacity of TAB members and its Secretariat in effectively implementing procedures that ensure strict adherence to administrative due process. This was attended by the Executive Committee of the Tubbataha Protected Area Management Board (TPAMB), who also served as members of the Tubbataha Adjudication Board (TAB).

The Chief of legal services provided discussion on the legal framework of administrative adjudication, covering its nature, legal basis, and fundamental principles. She also shared insights from her experience with administrative adjudication at the PCSD Adjudication Board. The training included a workshop focused on decision writing and a simulation of the adjudication process of TAB.

The TAB was established under Section 13 (l) of Republic Act No. 10067, also known as the “Tubbataha Reefs Natural Park (TRNP) Act of 2009.” It is responsible for adjudicating administrative cases related to violations of the TRNP Act, its implementing rules and regulations, TRNP Tourism Rules and Regulations, and other TPAMB policies.

As a key member of the TPAMB and TAB, PCSD plays a vital role in ensuring the protection and sustainable, participatory management of the Tubbataha Reefs Natural Park.
