The Puerto Princesa City Green Justice Zone in partnership with the Go Just II and the City Government of Puerto Princesa conducted the two-day Competency Enhancement Training for a Gender-Responsive, Child-Friendly, and Indigenous Peoples-Relevant Katarungang Pambarangay at the Aziza Paradise Hotel, Puerto Princesa City on November 21- 22, 2024.

The Competency Enhancement Training on the Revised Katarungang Pambarangay (CET KP) is a two-day program for the capacity development of the Lupon and the barangay officials under the Katarungang Pambarangay System. Several interactive sessions were interspersed with the lectures on relevant laws.

On Day 1, the Hon. Judge Jose Bayani J. Usman, presiding judge of RTC Branch 50, delivered a lecture on the overview of the Philippine System of Government. This was followed by Pros. Lilibeth C. Ajes-Laurente, who delivered a lecture in both the morning and afternoon sessions on the Katarungan Pambarangay, its structure and processes.

Atty. Daryl Pingol, from the City Legal Office, gave a lecture on the necessary skills in mediation, conciliation, and arbitration. Pros. Venus Gapuz-Taliman and Atty. Ailene Orlido-Paredes discussed administrative concerns of the Office of the City Prosecutor and the Public Attorneyโ€™s Office.

For Day 2, Atty. Norman Brian Yap, City Legal Officer, delivered a lecture on the foundational principles and salient laws on gender. The Hon. Jocelyn Dilig, Presiding Judge of RTC branch 47, delivered a lecture on child friendly Katarungang Pambarangay. The Hon. Ryan Hartzell Balisacan, Presiding Judge of RTC branch 51, delivered a lecture on the Indigenous Peoples Rights Act. Atty. Edmond Gastanes of the NCIP also delivered a lecture on the application of traditional justice systems of IPs and ICCs.

The resource persons further imparted knowledge during the open forum, wherein the participants were able to ask questions and clarify what the best course of action would be for problems commonly encountered during the katarungang pambarangay process.

As a member of the PPC-GJZ, the PCSDS actively supported the 2-day training. Atty. Sarah Diva, Ms. Collen Pagaduan, and Mr. Dennis Barcelona served as facilitators, alongside other PPCGJZ members from the Judiciary, the City Prosecutors Office, the Integrated Bar of the Philippines, the Public Attorneys Office, and National Commission on Indigenous Peoples, among others.

The participants are composed of members of the lupong tagapamayapa and barangay officials from selected barangays in Puerto Princesa City, namely: Bagong Sikat, Bagong Pag asa, Bagong Silang, Bancao-Bancao, Liwanag, Mabuhay, Mandaragat, Matahimik, Pagkakaisa, Sea side, Sicsican, Irawan, Tagburos, Sta. Lourdes, Tiniguiban, and Sta. Monica.
